About this file
This is Addendum #1 to a Request for Proposal issued by Texas A&M University's Institute for Disaster Resilience and Technology (IDRT) in Galveston for Communication and Rebranding Services. The RFP, identified as TAMU-RFP-26-0117, seeks vendors to provide web design, content development, strategy, and communication services to support multiple projects and initiatives. The proposal responses are due May 8, 2026, at 2:00 p.m. CST. Services may be performed primarily through remote platforms, with in-person participation in meetings with program leads and technical teams available as needed and mutually agreed upon rather than required on either the Galveston or College Station campuses. The contract is structured as a flexible Master Order intended to accommodate varying project needs over the agreement term rather than guarantee a specific level of effort or spending.
The contract carries a not-to-exceed amount of approximately $100,000, with actual expenditures expected to be less than or equal to this amount depending on project needs and available funding. The University is open to exceeding this amount through the proper amendment process if necessary. Regarding Historically Underutilized Business (HUB) participation, vendors performing services remotely are permitted to utilize specialized subcontractors from outside the State of Texas while maintaining good-faith efforts to meet HUB goals with Texas-certified vendors where possible.

Questions and Answers
Vendor RFP Questions for Communication and Rebranding Services IDRT-Galveston
1. What is the designated budget for this project?
The Institute anticipates issuing a Master Order for these services with a not-to-exceed amount of approximately $100,000. However, consistent with the structure of previous agreements, services will be requested on an as-needed basis and actual expenditures may be less than or up to this amount depending on project needs and available funding. We are open to exceeding this amount if necessary and can do this via the proper amendment process.
This contract is intended to provide flexibility to support multiple projects and initiatives over the term of the agreement rather than a guaranteed level of effort or spend.
2. Remote vs. On-Site: Section 1.4 mentions participation in meetings with program leads and technical teams. Can these meetings and all associated services (Web Design, Content Development, Strategy) be performed entirely via remote platforms, or is a physical presence required on the Galveston or College Station campuses?
Services may be performed primarily through remote platforms, including participation in meetings with program leads and technical teams.
While IDRT values periodic in-person engagement when feasible—particularly for strategic planning or key project milestones—on-site presence is not required. The Institute is comfortable with a primarily remote working arrangement, with in-person interaction utilized as appropriate and mutually agreed upon.
3. HUB Participation: If the services are performed remotely, are we permitted to utilize specialized subcontractors from outside the State of Texas, provided we maintain a good-faith effort to meet HUB goals with Texas-certified vendors where possible?
