The Texas Department of Criminal Justice, Classification and Inmate Transportation Division (TDCJ-CITD) is requesting offers for a comprehensive assessment of inmate unit assignment policies, procedures, workflows, mechanical processes, and supporting data infrastructure under RFO IW247306, with responses due June 29, 2026 at 3:00 p.m. Central Time. A pre-proposal conference is scheduled for June 12, 2026 at 10:00 a.m. Central Time, and written questions are due June 15, 2026.

The contractor must conduct an independent exploratory analysis and deliver a final comprehensive report and presentation evaluating the viability of future enterprise system development for optimizing unit assignment processes. The scope includes site visits to both administrative and secure correctional facilities, submission of weekly progress reports and technical reports in four subject areas (policies, procedures, mechanical processes, and data infrastructure), and completion within 43 to 45 weeks of contract award. The program director must hold a terminal degree in mathematics, operations research, criminal justice, or a related field; at least 50 percent of project support staff must hold advanced degrees in similar disciplines. All contractor personnel require FBI CJIS security clearance, fingerprinting, criminal background checks, department security clearance, and human resources vetting prior to project commencement, along with completion of the Department's Cybersecurity Training Course and execution of confidentiality and data-use agreements.

The base contract period is approximately 10 months commencing upon signature through August 31, 2027, with three optional one-year renewal periods extending through August 31, 2030. No subcontracting is anticipated. Pricing is to be submitted on a detailed line-item basis covering all labor, travel, lodging, per diem, supplies, and ancillary services. The contractor must comply with NIST 800-53 standards, Texas Risk and Authorization Management Program (TX-RAMP) Level certification for cloud services where applicable, and ISO 27001 or SOC 2 compliance for secure hosting. Security incident notification to the Department must occur within six hours of discovery, with a 10% invoice deduction for each late notification. Insurance requirements include workers' compensation, commercial automobile liability, general liability, professional liability, commercial crime, and cybersecurity coverage with minimum limits ranging from $1,000,000 to $3,000,000. Naomi Cruz Anaya and Kelly Haynes serve as primary contract specialist points of contact.
