About this opportunity

The Texas Department of Criminal Justice (TDCJ) is soliciting bids under Bonfire reference IW268671 to establish a purchase order for a permanent 40-bed modular infirmary building, including delegated design, at the W.J. "Jim" Estelle Unit in Huntsville, Texas, with bids due December 11, 2026. A subcontracting plan is a mandatory element of the bid submission and will be evaluated as part of the overall proposal.

Bidders must provide a fixed price for the design, manufacture, delivery, transportation, erection, and installation of a fully functional inpatient correctional health-care facility. The configuration includes eight semi-private double-occupancy rooms, four isolation rooms, and one open-bay infirmary with 20 beds, supported by clinical and staff spaces totaling approximately 3,000 square feet. Delegated design must proceed under the responsible charge of appropriately licensed Texas professionals across architectural, structural, civil, mechanical, electrical, plumbing, fire protection, medical, communications, and security disciplines. The modular building must comply with Texas Industrialized Housing and Buildings requirements, the International Building Code, NFPA standards, Texas Accessibility Standards, ASHRAE 90.1 and 62.1, and the TDCJ Design Criteria Manual. Warranties require a minimum of two years for workmanship, building envelope, structural, and security systems, a 20-year roofing material warranty, and five-year coverage on major HVAC components. Closeout includes systems training, as-built drawings, operations and maintenance manuals, spare parts, and fire marshal and TDCJ acceptance. A geotechnical report and suggested layout sketch are provided.

TDCJ will award on low line-item response, low total of line items, or any combination serving the state's best interest. Stated factors include price, respondent performance history, quality and specification conformance, and other best value factors. Pricing must remain firm for 30 days from the response due date. The contract is non-exclusive, carries no quantity guarantees, and is subject to termination for non-appropriation. TDCJ may terminate for convenience on 30 calendar days' written notice with no buyout. Before award, respondents must obtain a Texas Identification Number and a Federal Employer Identification Number and complete certifications including E-Verify enrollment, child support obligations, human trafficking prohibitions, cybersecurity training, and artificial intelligence disclosure.

Responses must be submitted electronically through the Euna Procurement (Bonfire) portal at https://tdcj.bonfirehub.com, and vendors should allow at least one business day for file uploads. Submissions are final and irrevocable once made, and no amendments are accepted after the deadline. Questions and amendments are handled through the portal. A pre-bid conference and site visit opportunities are offered. Written communications go to procurement contact Amaya Byrd, CTCD, at Amaya.Byrd@tdcj.texas.gov, and respondents are barred from contacting user department personnel.
