This is an Amendment No. 1 to a Request for Offers (RFO IW247306) issued by the Texas Department of Criminal Justice, Classification and Inmate Transportation Division (TDCJ-CITD) for a comprehensive assessment of inmate unit assignment policies, procedures, workflows, mechanical processes, and supporting data infrastructure. The contractor must conduct an independent exploratory analysis and deliver a final comprehensive report with presentation evaluating the viability of future enterprise system development for optimizing unit assignment processes. The scope includes site visits to both administrative and secure correctional facilities, submission of weekly progress reports and technical reports covering four subject areas (policies, procedures, mechanical processes, and data infrastructure), and project completion within 43 to 45 weeks of contract award. The pre-proposal conference was scheduled for June 12, 2026 at 10:00 a.m. Central Time, with written questions due by June 15, 2026, and responses due June 29, 2026 at 3:00 p.m. Central Time. The base contract period is approximately 10 months commencing upon signature through August 31, 2027, with three optional one-year renewal periods extending through August 31, 2030.
Pricing must be submitted on a detailed line-item basis covering all labor, travel, lodging, per diem, supplies, and ancillary services. The program director must hold a terminal degree in mathematics, operations research, criminal justice, or a related field, with at least 50 percent of project support staff holding advanced degrees in similar disciplines. All contractor personnel require FBI CJIS security clearance, fingerprinting, criminal background checks, department security clearance, and human resources vetting prior to project commencement, along with completion of the Department's Cybersecurity Training Course and execution of confidentiality and data-use agreements. The contractor must comply with NIST 800-53 standards, Texas Risk and Authorization Management Program (TX-RAMP) Level certification for cloud services where applicable, and ISO 27001 or SOC 2 compliance for secure hosting. Security incident notification to the Department must occur within six hours of discovery, with a 10% invoice deduction for each late notification. Insurance requirements include workers' compensation, commercial automobile liability, general liability, professional liability, commercial crime, and cybersecurity coverage with minimum limits ranging from $1,000,000 to $3,000,000. No subcontracting is anticipated. Responses must be submitted electronically through the TDCJ Procurement Portal at https://tdcj.bonfirehub.com.

Answer
1 Section B.2 (Pricing Schedule) of the Solicitation and the Pricing Schedule and Budget Narrative template both include pricing fields for Base Period Year One, Base Period Year Two, and three Option Periods.
However, the contract term and option period structure described in Section F.1 (Contract Term) appear to differ from the periods identified in the pricing forms. For pricing purposes, should Respondents use the Base and Option Periods specified in Section B.2 and the Pricing Schedule and Budget Narrative template, or the contract term and option periods specified in Section F.1?
Respondents should only provide pricing for Table 1 – Deliverables Schedule.
2 Section C.3.2.C.3.a (Contractor Past Performance) states that “The Contractor’s proposal must comply with at least 90% of the items within Section C.3, to be considered.” Could the Department please clarify which specific Section C.3 requirements will be evaluated for purposes of determining compliance with this threshold?
Reference page 1 of this Amendment; this requirement has been removed. The required Deliverable components and staffing requirements that will be evaluated can be found in Solicitation Sections C.3.1.A through C.3.1.E, C.3.2.C.1 and C.3.2.C.2.
3 Section B.1.2 (Pricing Instructions) references "Staffing Plans and Budget Justification Forms". Could the Department clarify whether Respondents are expected to submit separate Staffing Plan and Budget Justification Form documents, and if so, whether a template will be provided?
Reference page 1 of this Amendment; this requirement has been removed. A form will not be provided by the Department and there is no preference regarding how the Budget Justification Forms are to be submitted.
4 The project schedule and deliverables described in Section C.3.7 appear to indicate project completion within the Base Period.
Could the Department clarify the anticipated scope of services, if any, to be performed during Option Periods 1, 2, and 3? This clarification will assist in developing appropriate pricing and staffing assumptions for the Option Periods.
Deliverables and/or services are anticipated to be completed within the base period. The option periods will only be utilized if needed.

5 Section K.3.7 requires the submission of financial statements. The Respondent maintains company financial statements and can provide current financial information demonstrating its financial capacity and ability to commence operations without financial assistance from the Department.
Could the Department clarify whether unaudited financial statements are acceptable for purposes of satisfying Section K.3.7? If audited financial statements are required, would the Department accept the submission of unaudited financial statements with the proposal and permit the Respondent to provide audited financial statements within approximately thirty (30) days?
Unaudited financial statements can be accepted with the Respondent’s Response. The fully audited statements must be provided to the Department prior to Contract Award.
