About this opportunity

The Department of Information Resources (DIR) is requesting bids on behalf of the Texas Water Development Board (TWDB) for the Adaje Platform, a cloud-based software solution for municipal bond lifecycle management, with bids due June 8, 2026 at 2:00 p.m. Central Time and anticipated award on or after June 9, 2026.

Respondents with bid values of $100,000 or more for the initial term and all optional renewals combined must submit a signed Subcontracting Plan with a 21.1% subcontracting goal. All respondents must comply with Texas Government Code Chapter 2054, Subchapter M accessibility standards; submit completed Accessibility Conformance Reports (ACR) and Policy Driven Adoption for Accessibility (PDAA) self-assessments; comply with TX-RAMP where applicable; provide cybersecurity training certification; and complete vendor status, debarment, tax compliance, and federal compliance certifications.

The platform enables users to model debt instruments, calculate key statistics, produce financial reports, monitor refunding opportunities, and convert official statement PDFs into structured data. The scope includes three full-access users with six included training hours during the initial contract term.

The initial contract term is 12 months, with DIR retaining the option to extend for up to two additional 12-month renewal periods at its sole discretion. Pricing must be submitted on the provided Pricing Table with separate line items for the Adaje Platform covering three full-access users for Year 1, a one-time onboarding fee during the initial term, and optional renewal pricing for Years 2 and 3.

Award will be made to the respondent offering best value to the State, with DIR reserving the right to award based on low line-item price, low total of line items, or any other combination serving DIR's best interest. The contract is governed by Texas law with exclusive venue in Travis County, and DIR may terminate for convenience with 30 days' notice or for cause after 30 days to cure a material breach.
