About this opportunity
The Texas Health and Human Services Commission is requesting bids on preventive maintenance, calibration, testing, and as-needed repair services for durable medical equipment under IFB HHS0017184, with responses due June 26, 2026 and a questions deadline of June 9, 2026. A 26% Historically Underutilized Business (HUB) subcontracting goal applies; HUB participation is evaluated but not mandatory for award eligibility.
The scope covers eight equipment types — Airvo2 High Flow Systems, Drive Suction Pumps, EnteraLite Feeding Pumps, EDAN iM50 Cardiac Monitors, Plum 360 IV Pumps, Ventec VOCSN V+Pro Ventilators, Hillrom Centrella Hospital Beds, and Stryker Hospital Beds — ranging from 20 to 320 units per type. Preventive maintenance must be performed at manufacturer-specified intervals with minimum annual technical inspections and functional testing. As-needed repairs must be completed within four weeks of service requests. Services are required Monday through Friday, 8 a.m. to 5 p.m. Central Time, with 24-hour emergency response capability and 72-hour pickup or on-site service for standard requests; no transportation charges apply within the Austin Area. Bidders must provide firm, fixed pricing covering all labor, equipment, materials, and supplies with no guarantee of volume or compensation. All personnel assigned must hold Certified Biomedical Equipment Technician (CBET) certifications.
The estimated contract value is $1.5 million based on historical spend for the period February 12, 2025, through August 31, 2026. The initial contract term runs September 1, 2026, through August 31, 2030, with a discretionary one-year extension option. Bidders must demonstrate a minimum of two years' relevant experience and provide three verifiable references for contracts of similar size and scope within the last five years. Comprehensive insurance is required: workers' compensation, general liability of $1 million per occurrence with $2 million aggregate, professional liability of $1 million, and umbrella liability of $1 million. A Vet HUB Subcontracting Plan is encouraged with a courtesy review deadline of June 16, 2026. Responses are evaluated on bidder qualifications, ability to meet performance requirements, price, and past vendor performance history.
