About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids on dry ice delivery services for the Department of State Health Services Public Health Laboratory Division under IFB HHS0017174, with bids due July 7, 2026, and a questions deadline of June 9, 2026. A Historically Underutilized Business (HUB) Subcontracting Plan is required as a mandatory submission.

The scope calls for twice-weekly delivery of dry ice in 10-pound slice increments: 150 pounds on Mondays and 50 pounds on Fridays, totaling 200 pounds weekly, delivered by 2:00 p.m. Central Standard Time except on official state holidays and facility closures. Pricing must be submitted as firm, fixed prices covering all labor, materials, equipment, supplies, and related expenses. Historical spending for the prior contract year (September 1, 2024, through August 31, 2025) totaled $300,000, provided as a guideline only.

The contract runs from September 1, 2026, through August 31, 2027, with up to four one-year renewal options through August 31, 2031. HHSC reserves the right to extend the contract for up to one additional year beyond the initial term and all exercised renewals. Price adjustments during contract term are permitted only for renewal periods, calculated using the Consumer Price Index for Urban Wage Earners and Clerical Workers or All Urban Consumers as published by the Bureau of Labor Statistics, or based on Federal Minimum Wage increases.

Evaluation criteria include the bidder's ability to meet requirements and specifications, delivery performance capability, and price. HHSC will make award decisions based on best value to the state rather than lowest price alone. All bidders must submit Exhibit A (HHS Solicitation Affirmations), Exhibit C (Pricing Sheet), and Exhibit E (HUB Subcontracting Plan) to avoid disqualification. Responses are submitted electronically via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail of a USB drive to the HHSC address in Austin. An addendum issued June 5, 2026, extended the due date from July 3 to July 7, 2026.
