About this file

This is a Solicitation Addendum Acknowledgement Form issued by the Texas Health and Human Services Commission (HHSC), Procurement and Contracting Services division, for IFB HHS0017174 regarding dry ice delivery services for the Department of State Health Services Public Health Laboratory Division. The solicitation calls for twice-weekly dry ice deliveries of 150 pounds on Mondays and 50 pounds on Fridays, delivered in 10-pound slice increments to a single facility location at 1100 W 49th Street, Lab Dock L-114, Austin, Texas 78756. The solicitation originally had a due date of July 3, 2026, which was extended to July 7, 2026, at 10:30 a.m. Central Standard Time through this addendum issued June 12, 2026. The questions deadline was June 9, 2026, at 5:00 p.m., with inquiries directed to courtney.meads@hhs.texas.gov or 512-406-2478. The contract term runs from September 1, 2026, through August 31, 2027, with up to four one-year renewal options available through August 31, 2031. The addendum addresses ten bidder inquiries clarifying delivery specifications, container requirements, and facility logistics, including confirmation that deliveries will be made only to the single specified facility and that the annual volume estimate is approximately 10,400 pounds, which matches historical usage.

The addendum confirms that the historical annual expenditure of $300,000 referenced in the solicitation relates solely to dry ice deliveries and that pricing submissions must be firm and fixed. Dry ice must be delivered in slice form only and does not require pallet delivery, though vendors must utilize compliant dry ice containers and load goods into agency-provided containers without leaving them unattended. The facility will provide holiday schedules to allow vendors to adjust delivery to the previous or following business day as needed, and no emergency or after-hours deliveries have been historically required. Bidders are required to acknowledge receipt of this addendum by signing and returning it with their solicitation response, or if previously submitted, by emailing the signed acknowledgement to pcsbids@hhs.texas.gov prior to the solicitation due date and time to avoid disqualification.
