About this opportunity
The Texas Historical Commission is requesting bids on scraping and painting services at the Starr Family Home State Historic Site in Brazoria County under IFB 808-26-261616, with bids due July 1, 2026 at 2:00 PM Central Time. Pre-bid site visits are required and must be scheduled between May 22 and June 30, 2026 at 407 West Travis Street, Marshall, Texas 75670. If subcontracting is anticipated, bidders must submit a VetHUB Subcontracting Plan; the contract is expected to exceed $100,000.
The scope encompasses investigative analysis, surface preparation, wet-sanding and scraping, paint removal with EPA Lead-Safe Certified Renovator compliance (lead-based paint is encapsulated and does not require abatement), repairs, priming, and painting of the Maplecroft and Rosemont historic buildings. Work includes removal and reinstallation of gutters and downspouts after cleaning and painting, careful removal and coordination of brittle shutters (to be rebuilt and replaced by THC), and scraping and painting of porches with deteriorated elements replaced only as coordinated with THC. Man-lifts and scaffolding are permitted with plywood sheeting support; all ground and irrigation damage must be repaired before project closeout. Bidders must have a minimum of five years of experience with similar projects. Fencing work is excluded from scope.
The contract runs from August 1, 2026 to February 1, 2027, with potential extension for one year plus two additional one-year options. Compensation is structured as a single lump-sum contract with milestone-based payments: Investigation and Planning (20%), Site Preparation and Protection (40%), Paint Removal and Repair (10%), Priming and Painting (10%), and Project Closeout and Documentation (20%). A bid bond equal to five percent of the total bid amount is required if the contract exceeds $25,000. Payment and Performance Bonds may be required post-award if the contract exceeds $25,000 and $100,000 respectively. Liquidated damages of $250 per day apply for uncured defects beyond a five-business-day cure period. Notice of intent to award is scheduled for July 15–17, 2026. Questions were due June 10, 2026. Addendum No. 1 was posted June 11, 2026; bidders must acknowledge receipt or face proposal rejection.
