About this file
This is Addendum No. 1 to Request for Proposals (RFP) 808-26-261616 issued by the State of Texas for an Invitation for Bids for Scraping & Painting Historical Building at Starr Family Home State Historic Site (SHS). The solicitation, classified under items 910-53 and 910-52, addresses exterior maintenance and restoration work on two historic structures. The scope of work includes wet-sanding and scraping with proper safety precautions, removal and reinstallation of gutters and downspouts after cleaning and painting, careful removal of brittle shutters with coordination through the Texas Historical Commission (THC) for fragile elements, and scraping and painting of porches with replacement of deteriorated elements only as coordinated with THC. The project also permits the use of man-lifts and scaffolding, provided they are supported by plywood sheeting to prevent ground and irrigation system damage, with all damage requiring repair before project completion. The bid opening is scheduled for 2:00 PM Central Time on July 1, 2026.
The addendum consists of nine questions and answers clarifying project requirements and procedures. Key clarifications include confirmation that lead-based paint testing and abatement are not required as existing lead is encapsulated, that shutters will be rebuilt and replaced by THC, that roof caps on the Rosemount structure will remain in place, and that no anti-slip additives are required for porch paint. Fencing work is explicitly excluded from the scope. Bidders are required to acknowledge receipt of this addendum; failure to do so may result in proposal rejection.
