The vendor must provide data integration and analysis utilizing ASU's historical institutional data, develop and maintain retention predictor models with individual persistence scores, deliver reporting tools for monitoring trends and intervention effectiveness, provide intervention prioritization and resource allocation guidance, develop comprehensive retention strategies, offer implementation support, and furnish continuous improvement services. Evaluation criteria, weighted at 100 percent, include Company Information and Experience & Qualifications (10%), Retention Planning and Modeling Procedures (25%), Company-Customer Relationships (5%), Strategy Development (20%), Historical Performance (15%), Technology, Dashboards, and Action Planning (20%), and References (5%). The proposal deadline is April 17, 2026 at 3:00 PM Central Time, with a written questions deadline of April 14, 2026 at 3:00 PM Central Time. The anticipated contract award date is May 6, 2026, with a contract start date of May 11, 2026. The contract term is three years (May 11, 2026 through May 10, 2029), with provisions for up to five years total including renewals and a required termination without-cause provision of 180 days or less.

ASU requires proposers to submit an HUB Subcontracting Plan or Mentor-Protege Agreement, indicating a set-aside or preference for historically underutilized businesses in Texas. All proposers must provide certificates of insurance with specified coverage limits and complete all sections of the questionnaire and affirmation documents. The procurement requires full compliance with federal, state, and local laws, Texas Tech University System policies, and ASU policies, including FERPA requirements, technology accessibility standards, and extensive cybersecurity and data protection requirements. Pricing shall be structured as an annual fee covering all software, analytics, reporting, consulting, and support services, with optional add-on services clearly identified and priced separately; however, ASU does not guarantee any specific volume or minimum compensation. ASU reserves the right to conduct oral presentations or interviews, request best and final offers, award to multiple vendors, divide obligations between vendors, or reject all proposals. Payment will follow the Texas Prompt Payment Act with invoices due 30 days after goods are received or services are completed. No incumbent vendor or budget range is listed in the procurement documents.
