Bidders must provide comprehensive pricing including removal costs, equipment costs, installation fees, and all ancillary charges, with prices guaranteed as firm for ninety days from the bid deadline. Proposals must be submitted by 11:00 a.m. Central Time on Thursday, April 2, 2026, with questions due by Monday, March 23, 2026, at 12:00 p.m. noon Central Time, submitted via email to Sceffers Ward (sceffers.ward@tsu.edu). Award will be made based on best value to the University considering proposed costs, contractor stability and business success, quality and reliability of goods and services, delivery terms, and indicators of probable contractor performance. Respondents must provide detailed references listing at least three previous projects of similar type and magnitude, including client contact information and project descriptions, and submit one original paper copy, one paper copy, and a flash drive copy of their bid to the Purchasing Department in Mack O. Hannah Hall, Suite 333, 3100 Cleburne Street, Houston, Texas. A mandatory walkthrough is scheduled for Monday, March 30, 2026, at 9:00 a.m. at the General Services Building located at 3443 Blodgett Street, Houston, Texas 77004, Suite 221, which prospective bidders are required to attend.
The solicitation permits claims for state procurement preferences for Texas-produced goods, services-disabled veteran-owned businesses, agricultural products, USA-produced items, recycled materials, energy-efficient products, and other specified categories, though no specific set-asides or restrictions limiting respondent eligibility are identified in the documentation. If the bid exceeds $100,000, respondents must complete and include Form 1295, the Certificate for Interested Parties, unless they are a publicly traded company. Any subcontractors proposed must meet the same experience requirements as the primary respondent. The contract includes a 30-day termination right for the University without cause and may be terminated for cause if the contractor fails to provide timely service or quality products. No specific award value or budget range is disclosed in the solicitation documents, and delivery must occur within specified calendar days or within a default obligation of 14 days if no delivery time is specified. All bidders must certify compliance with state and federal requirements, including antitrust laws, child support obligations, franchise tax status, immigration laws, and the Lobbying Disclosure Act, with the contract governed by Texas law and venue in Harris County, Texas.
