About this file
This is an Addendum 5 Questions & Answers document issued by Texas Southern University Procurement Services for ITB #717-26-735 regarding the removal and replacement of three boilers—two hot water boilers and one steam boiler—currently located in the Satellite Plant and New Science Center Building. The project involves disconnection, demolition, and removal of existing Sellers Model S-300-W hot water boilers and a Sellers Model 125HP steam boiler, followed by installation of three new Sellers brand boilers or equivalent models with all associated piping, flue vents, gas systems, electrical components, and a replacement 3-way mixing valve. The addendum clarifies key project requirements through bidder questions, including that no temporary hot water or steam is required during construction, crane work and offloading/staging may be performed during school hours, all three existing flue vents will be reused rather than removed, the existing boilers must be removed from the premises, and the three-way mixing valve size and actuator specifications will be provided by Monday, April 20. A mandatory walkthrough was scheduled for Monday, March 30, 2026, at 9:00 a.m. at the General Services Building, with the bid submission deadline of 11:00 a.m. Central Time on Thursday, April 2, 2026.
The addendum confirms that Building Automation System (BAS) wiring is present for control and monitoring functions, interconnecting piping requires demolition and replacement per new installation specifications, flue piping insulation will be repaired as required, and all additional wiring required for the new installation will be provided. The University anticipates replacement with original equipment manufacturer (OEM) units to minimize piping modifications rather than accepting alternative Scotch Marine boilers. Bidders must sign and return the addendum acknowledging receipt. Award will be made based on best value considering proposed costs, contractor stability, quality and reliability of goods and services, delivery terms, and indicators of probable contractor performance, with prices guaranteed as firm for ninety days from the bid deadline.
