About this opportunity

The Railroad Commission of Texas (RRC) issued Request for Offer (RFO) 455-26-1018 on April 6, 2026, for Salesforce and Tools Implementation Services and Support (STISS) to maintain, support, enhance, and expand the agency's information technology systems. The RRC is soliciting implementation services from one or more qualified vendors to support the agency's regulatory jurisdiction over the oil and natural gas industry, pipeline transporters, natural gas utilities, alternative fuels industries, coal surface mining, and uranium exploration operations. The initial workorder focuses on IETRS Phase 5 Texas Damage Reporting Form (TDRF) System Replacement, which involves building a new TDRF application within the existing Salesforce framework to streamline processes for both RRC staff and the regulated community, including external user functionality (login, form submission, documentation attachment, mass uploads, and violation payments) and internal user functionality (report processing, docket management, automated letters, and integration with PIPES and CASES applications). Future workorder possibilities include enhancements to CASES, EVENTS, PIPES, CIIS, RRC MAP, MINERS systems, and development of Alternative Fuels Online Filing System (AFOS) and Gas Utility Regulatory Filings and Auditing System. Minimum qualifications require three years of Salesforce platform development experience with at least three completed projects delivered to state agencies and three years of cloud-based platform development experience with regulatory agencies. Vendor pricing must be submitted in deliverable-based format with binding costs for all work, supported by blended hourly rates for identified skillsets including Project Manager, Architect, Business Analyst, Systems Analyst, Data Analyst, Developer, Tester, and Trainer services. Responses will be evaluated based on Experience and Qualifications (50 points), Offeror's Workplan for Workorder 1 (25 points), and Price (25 points). The deadline for written inquiries was April 17, 2026, with responses posted by May 1, 2026, and the final response due date is May 19, 2026, at 2:00 p.m. Central Time. The contract will have an original term ending no later than August 31, 2028, with potential for up to three additional one-year optional renewal terms at RRC's discretion.

All offerors, including Texas-certified Veteran Heroes United in Business (VetHUB) entities, must submit completed HUB Subcontracting Plans demonstrating good faith efforts to utilize VetHUB subcontractors, and the deadline for HUB submission for courtesy VetHUB review is May 5, 2026. Offerors must hold an active DBITS contract with the Department of Information Resources and certify compliance with Texas Cyber Command data classification standards and security requirements. Vendors must comply with Texas Government Code requirements including cybersecurity training, E-Verify employment verification, procurement compliance standards, and mandatory insurance requirements consisting of Workers' Compensation, Commercial General Liability of $1,000,000 per occurrence, Automobile Liability of $1,000,000, and Professional Liability of $1,000,000. The contract amount is not-to-exceed a specified limit and may only be modified through written amendment; the RRC will issue workorders throughout the contract term with no guaranteed minimum work or dollar amount. No incumbent vendors or current contractors are specified in the available documentation. Contact information for inquiries is available through J. Reese Miller, CTCM, CTCD, Contract Manager for the Railroad Commission of Texas, at 512-463-6752 or reese.miller@rrc.texas.gov.
