About this file
This Addendum No. 2 document supplements the Railroad Commission of Texas (RRC) Request for Offer (RFO) 455-26-1018 for Salesforce and Tools Implementation Services and Support (STISS), issued April 6, 2026. The addendum publishes responses to 209 vendor questions regarding the solicitation. The RFO seeks implementation services to support the RRC's regulatory jurisdiction over oil and natural gas, pipelines, utilities, alternative fuels, coal mining, and uranium exploration. The initial workorder focuses on the Texas Damage Reporting Form (TDRF) System Replacement, requiring development of a new Salesforce-based application with external user functionality (login, form submission, documentation attachment, mass uploads, violation payments) and internal functionality (report processing, docket management, automated letters, integration with PIPES and CASES applications). Future workorders may include enhancements to CASES, EVENTS, PIPES, CIIS, RRC MAP, and MINERS systems, plus development of the Alternative Fuels Online Filing System (AFOS) and Gas Utility Regulatory Filings and Auditing System. The proposal deadline is May 19, 2026, at 2:00 p.m. Central Time, with all TDRF work required to be completed before August 31, 2027. The original contract term extends through August 31, 2028, with up to three optional one-year renewal terms at RRC's discretion.
The RFO is open to all vendors authorized to do business in Texas and does not require DBITS contract status, though vendors must demonstrate Salesforce implementation experience and comply with Texas Cyber Command security standards. Pricing is deliverable-based with binding costs for all work, supplemented by blended hourly rates for identified skillsets. The RRC will not disclose budget criteria or not-to-exceed amounts. The RRC currently maintains approximately 480 internal platform license users, 40 developer license users, and 16,000+ external users across a single Salesforce Government Cloud Premiere organization using Lightning Platform Plus, Customer Community, Salesforce Shield, and existing integrations via MuleSoft and batch processes. The RRC will provide Salesforce sandbox environments, JIRA, Copado, Bitbucket, Box, and Conga access; vendors are responsible for determining required resources and deliverables. All work must comply with data classification requirements aligned with Senate Bill 475, and critical project activities including kick-off meetings, executive presentations, requirements gathering, UAT support, and deployment must occur onsite in Austin, Texas, with remaining work conducted remotely within the continental United States. Vendors must submit completed VetHUB Subcontracting Plans demonstrating good faith efforts to utilize certified VetHUB entities, and must carry Workers' Compensation, Commercial General Liability of $1,000,000, Automobile Liability of $1,000,000, and Professional Liability of $1,000,000 insurance coverage.

QUESTIONS
ANSWERS
1 Has the agency conducted any formal assessment or prioritization of the legacy applications listed in Section A.17 to determine their readiness, complexity, or criticality for migration or enhancement within the Salesforce platform? If so, will that documentation be made available to Offerors prior to the Response due date?
Yes, this can be provided after contract award.
2. We wanted to reach out to you and let you know that Silotech Group based in San Antonio is very interested in supporting the STISS effort (455-26- 1018) due next month. We had also wanted to know if there were any other documents such as a Statement of Work or a Performance Work Statement that had been released in addition to what has been to this point.
No additional documents have been released other than Addendum 1, which revised the date that RRC would respond to vendor questions.
3. Regarding this opportunity, could you please provide information on the following:
A. Supporting Documentation: Where can I find the supporting documents and additional detailed requirements? Is there a specific website where these are hosted?
B. Submission Requirements: Is there a list of mandatory special documents or compulsory requirements that must be included with the proposal?
C. Budget: What are the budget criteria or the "not to exceed" range for this project?
A. The supporting documentation mentioned in the solicitation is in Section 4 of the VetHub Subcontracting Plan Document. The supporting documentation is to be provided by the offeror to confirm to RRC that the offeror has provided true and correct information in the Subcontracting Plan Document and to confirm that a Good Faith Effort was made by the offeror.
There is no mention of “additional detailed requirements” in the solicitation.
All items associated with the solicitation are included in the items posted to the ESBD. Any additional items, if any are added, will be included in an amendment which will be posted to the ESBD.

E. Please see item 12 at Section A.24 RRC Workorder Expectations of Vendor.
4. I came across this RFO recently and wanted to reach out with a quick question. I noticed Conga is listed as one of the additional tools included. Do you consider alternatives to some of these specific solutions?
