The Texas Department of Public Safety (DPS) issued an Invitation for Bids (IFB #26R0002050A) for comprehensive renovation and remodeling services at two facilities located at 1617 East Crest Drive, Waco, Texas: a radio shop and a gymnasium. The project scope includes two primary line items with an alternate for the gym remodel, requiring all necessary supervision, labor, materials, and equipment for interior renovation work. The radio shop renovation encompasses removal and installation of an exterior motorized overhead door with safety mechanisms, replacement of exterior doors and frames, installation of spray foam thermal insulation on ceilings, wall repairs with level 5 finish in Passive Gray (SW7064) semi-gloss, epoxy flooring installation, removal of 15 linear feet of countertop, addition of 8 electrical outlets, installation of exit lighting, replacement of strip lights with LED fixtures, installation of 30-inch oscillating wall fans with speed control switches, and all associated electrical work compliant with the National Electrical Code. The gym renovation includes removal of exterior acrylic panels and overhead doors, installation of new exterior metal panels and doors, complete interior demolition and reconstruction with new perimeter walls to 13 feet height, installation of gypsum board and plywood wall treatments, thermal insulation in exterior walls and ceilings, electrical work including outlets and lighting per NEC standards, HVAC modifications, and painting with specified finishes, plus an alternate scope involving installation of resilient athletic flooring and wall base. All work must comply with the International Building Code and state and local codes, be performed by qualified craftspeople with a minimum of three years of experience in their respective fields, and be completed during regular business hours (7:00 AM to 5:00 PM weekdays) with weekend work available by prior approval. Bidders must conduct a mandatory site visit on March 31, 2026, at 10:00 AM CST, submit written questions by April 2, 2026, at 5:00 PM CST (with answers posted by April 6, 2026), and submit bids electronically no later than April 10, 2026, at 5:00 PM CST to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room. Bidders must submit references for at least three similar projects of comparable size and complexity, provide a one-year warranty covering 100 percent of new material and labor from Substantial Completion, obtain all required permits at contractor expense, and submit detailed construction schedules with weekly updates and 72-hour advance notice of any changes. The contract term commences on the effective date and expires one year from that date, with DPS reserving the right to extend for an additional six-month period at the rates specified within the contract.
This procurement requires compliance with Historically Underutilized Business (HUB) subcontracting plan requirements under Texas Government Code 2161.252, with all respondents including certified HUB vendors required to submit a completed HUB Subcontracting Plan (HSP) with their bid response. Bidders must utilize prevailing wage rates per Texas Government Code Chapter 2258 for all workers and may be subject to performance and payment bonds for contracts exceeding $100,000 and $25,000, respectively, with bond costs included in the bid. A 10 percent retainage will be withheld from final payment until all work is accepted by DPS and warranty or equipment operation documentation is provided. Bids must remain valid for 180 days after the solicitation opening, and DPS reserves the right to reject any or all bids, waive minor informalities, award multiple contracts, or award no contract at its discretion. All bids will be evaluated based on best value, though specific pricing or budget ranges are not disclosed in the solicitation documents. DPS will award to the responsible bidder offering the best value, and contract award is anticipated following the April 10, 2026, bid deadline.
