About this file
This is a vendor information exhibit document issued by the Texas Department of Public Safety (DPS) that provides guidance on the optional use of the DPS Online Bid Room for submitting solicitation responses. The document outlines the electronic submission process available to vendors responding to state solicitations. Rather than detailing a specific procurement with products, services, quantities, or dates, this exhibit serves as instructional material explaining how interested vendors can register and utilize the online bidding platform. Prospective bidders are advised that use of the DPS Online Bid Room is optional and does not override any requirements specified in the solicitation package itself. The document emphasizes that all responses must comply with the form, method, and delivery requirements outlined in the individual solicitation, with responses due by the deadline specified in that solicitation.
The document provides a two-step registration and access process requiring vendors to register at the designated portal and await username and password credentials via email, which may take up to two business days. Vendors are warned to allow sufficient time for registration to meet submission deadlines, as late responses are not accepted. The exhibit clarifies that technical difficulties with the optional online platform do not constitute grounds for protest of a contract award. Vendors are directed to available resources including a vendor user guide, tutorial video, and frequently asked questions document to assist with navigation and utilization of the DPS Online Bid Room system. No pricing terms, set-asides, funding amounts, or contract-specific details are addressed in this document.
