About this file

This is an Updated Schedule of Events document issued by the Texas Department of Public Safety (DPS) for Invitation for Bids #26R0002050A covering comprehensive renovation and remodeling services at two facilities in Waco, Texas: a radio shop and gymnasium located at 1617 East Crest Drive. The project scope includes interior renovation work at both facilities, with the radio shop requiring exterior door replacement, spray foam insulation, wall repairs, epoxy flooring, electrical upgrades, and LED lighting installation. The gymnasium renovation encompasses removal of exterior acrylic panels, installation of new metal panels and doors, complete interior demolition and reconstruction, new perimeter walls to 13 feet height, thermal insulation, electrical and HVAC modifications, and painting, with an alternate scope including resilient athletic flooring installation. The mandatory pre-bid site visit is scheduled for March 31, 2026, at 10:00 AM CST, with written questions due by April 7, 2026, at 5:00 PM CST and the Q&A document anticipated to be posted by April 9, 2026, at 5:00 PM CST. The bid submission deadline is April 14, 2026, at 5:00 PM CST, with contract award anticipated shortly thereafter. The contract term commences on the effective date and expires one year from that date, with DPS reserving the right to extend for an additional six-month period.

All work must comply with the International Building Code and state and local codes, be performed by qualified craftspeople with a minimum of three years of experience, and be completed during regular business hours (7:00 AM to 5:00 PM weekdays) with weekend work available by prior approval. Bidders must submit references for at least three similar projects of comparable size and complexity and provide a one-year warranty covering 100 percent of new material and labor from Substantial Completion. Compliance with Historically Underutilized Business (HUB) subcontracting plan requirements under Texas Government Code 2161.252 is mandatory, with all respondents required to submit a completed HUB Subcontracting Plan with their bid response. Prevailing wage rates per Texas Government Code Chapter 2258 apply to all workers. Performance and payment bonds may be required for contracts exceeding $100,000 and $25,000, respectively, with bond costs included in the bid. A 10 percent retainage will be withheld from final payment until all work is accepted by DPS and warranty documentation is provided. Bids must remain valid for 180 days after the solicitation opening, and DPS reserves the right to reject any or all bids, waive minor informalities, award multiple contracts, or award no contract at its discretion.
