About this file
This Addendum No. 2 to Solicitation 405-26R0002050A, issued by the Texas Department of Public Safety Procurement and Contract Services on April 9, 2026, provides clarifications and answers to vendor questions regarding the Waco Gym and Radio Shop Remodel project. The amendment addresses critical specifications for both facilities, with the gym building renovation involving removal of existing overhead doors and acrylic panels, installation of new exterior metal panels and double service doors, interior wall construction to 12 feet high (to first girt) with R30 insulation on walls and R70 on ceilings, and complete interior finishing. The radio shop renovation includes installation of two 30-inch oscillating fans, replacement of the exterior overhead door (brown color, subject to vendor submittal approval) and exterior doors with new frames and locks, spray foam insulation with R70 value and closed-cell specification on ceilings, light gray epoxy flooring, removal of 15 linear feet of countertop, and addition of electrical outlets and LED lighting fixtures. Both projects require thermal insulation specifications, with either bat or spray foam insulation acceptable provided R-value requirements are met. The addendum clarifies that DPS will remove equipment from the gym and handle HVAC disconnection responsibilities, while vendors are responsible for confirming existing circuit breaker amperage, identifying air leakage locations, and obtaining all necessary permits.
The addendum specifies that no bid bond is required with initial submissions; however, awarded vendors must provide Performance and Payment Bonds as referenced in Section C.7 of the Invitation for Bids, and Builder's Risk insurance is required once the contract is awarded per Section C.6. All project drawings were included in Addendum No. 1. The document confirms that vendors must acknowledge receipt of this addendum prior to the bid submission deadline through completed documentation, acknowledgment on offer copies, or separate communication referencing the solicitation and addendum numbers, with failure to acknowledge potentially resulting in bid rejection. The questions and answers address material specifications, dimensional requirements, installation methods, and responsibility assignments for both facilities to ensure vendor clarity and consistency in bid preparation.
