About this opportunity
The Texas Department of Housing and Community Affairs (TDHCA) is soliciting proposals for qualified copy editing services through an RFP issued March 2, 2026, with proposals due by March 27, 2026. The procurement seeks a single qualified copy editor to improve the accuracy, readability, clarity, and consistency of the Qualified Allocation Plan (QAP), which establishes rules, priorities, and eligibility requirements for awarding Low-Income Housing Tax Credits and related multifamily funding programs. The scope of work includes editing existing QAP documents for accuracy, clarity, consistency, grammar, and readability; ensuring consistent terminology and formatting; reviewing cross-references and internal citations; identifying ambiguities or inconsistencies; incorporating TDHCA staff comments and revisions; and providing support through one complete QAP cycle including draft, proposed rule version, adopted final version, strike-through/redline versions, and final publication readiness versions. Respondents must demonstrate minimum qualifications including knowledge of affordable housing programs, familiarity with LIHTC terminology, and experience editing complex regulatory or policy documents for state housing finance agencies, with mandatory direct affordable housing program experience required (experience with similar documents in other sectors is not acceptable). The RFP evaluation uses a best value standard based on firm experience and qualifications (25 points), QAP-specific experience (25 points), key personnel qualifications (20 points), technical approach and capacity (20 points), and price (10 points). The initial contract term runs from May 17, 2026, through August 31, 2026, with TDHCA holding the option to renew for two additional one-year periods through August 31, 2028, with contract execution anticipated for May 1, 2026. All proposed pricing must remain firm for 180 days from the proposal due date, and written questions were due March 11, 2026, with responses posted by March 13, 2026.
Respondents must complete and submit a VetHUB (Historically Underutilized Businesses) Subcontracting Plan with their proposals, as the contract is classified under "Other Services" with a 26.0 percent VetHUB goal; responses that do not include a completed HSP will be rejected per Texas Government Code 2161.252. All respondents, including State of Texas certified HUBs, must identify their subcontracting intentions, list all portions of work to be subcontracted with corresponding percentage allocations to HUB and non-HUB vendors, or provide justification for self-performing the entire contract. Prime contractors selected for award must provide notice to identified subcontractors within ten working days and submit monthly compliance reports, with agency approval required before modifying the HSP or changing subcontractors. Respondents must also submit nondisclosure agreements, conflict of interest statements, criminal conviction certifications, and financial documentation including audited financial statements (or unaudited statements compiled, reviewed, and attested by an independent certified public accountant as an acceptable alternative). All contract work products are considered works-made-for-hire belonging exclusively to TDHCA, and respondents must maintain Workers' Compensation Insurance and Commercial General Liability Insurance of at least $500,000 per occurrence and $1,000,000 general aggregate with "A" rated companies licensed in Texas. No specific award value or budget range is provided in the solicitation documents.
