About this file
This is Addendum #1 to RFP #332-RFP26-1004, issued by the Texas Department of Housing and Community Affairs (TDHCA) on March 5-6, 2026, clarifying requirements for Qualified Allocation Plan (QAP) Copy & Editing Services. The addendum addresses three key questions submitted during the bidder inquiry period. The RFP solicits copy and editing services for complex rule-based allocation and financial framework documents related to affordable housing programs. No specific response deadline, contract term, or award date is indicated in this addendum document.
The addendum clarifies financial documentation requirements, evaluation criteria, and minimum qualifications for respondents. Firms without audited financial statements may submit unaudited statements compiled, reviewed, and attested by an independent certified public accountant as an acceptable alternative. Firm experience and key personnel qualifications are evaluated as separate factors, allowing newer firms to rely on personnel experience to satisfy evaluation criteria. However, TDHCA maintains a strict requirement that all proposed technical editors must demonstrate relevant experience in affordable housing programs; experience with similar complex documents in other sectors is not considered comparable, and respondents without direct affordable housing program experience will be deemed non-responsive and excluded from further evaluation.

Addendum#1_Public Q&A RFP#332-RFP26-1004 Qualified Allocation Plan (QAP) Copy & Editing Services
Mar 05, 2026 9:07 PM CST
Regarding the requirement to submit audited financials - how should newer or smaller firms handle this in the event that they have not had their financials audited?
Response: If audited financial statements are unavailable, unaudited financial statements compiled, reviewed and attested by an independent certified public accountant or certified public accounting firm are acceptable.
Evaluation Factors
Mar 05, 2026 9:08 PM CST
May newer firms rely on the experience of their key personnel in order to satisfy the Firm Experience and Qualifications Evaluation Criteria?
Response: Firm Experience and Qualifications & Key Personnel are separate evaluation factors in the RFP. Experience of key personnel will be scored separately from firm experience.
Minimum Qualifications
Mar 06, 2026 12:38 PM CST
For purposes of minimum qualifications, will TDHCA consider substantially similar experience in editing complex rule-based allocation and financial framework documents in other sectors as comparable to affordable housing program experience for a proposed technical editor, or is direct affordable housing program experience strictly required?
Response: From the RFP – “Respondents without demonstrated relevant experience in affordable housing programs will be deemed non-responsive and will not be further evaluated.”
