About this opportunity
The Texas Workforce Commission is accepting applications for Orientation and Mobility services under an open enrollment contract opportunity through November 24, 2026, at 10:00 a.m. CST via the TWC Procurement Portal. The contract term will be five years from fully executed contract date. Contracts will be developed and awarded on a rolling basis as complete applications are approved, with contract finalization potentially requiring three months or more depending on application volume.
O&M services prepare blind and visually impaired vocational rehabilitation customers to travel independently through assessments and training conducted in person across residential areas, commercial zones, transit systems, and downtown locations. Assessments are limited to three hours per customer; individualized training requires a minimum two hours per session with a maximum six hours per day. Group training is permitted for up to three customers per session.
Providers are compensated at a flat rate of $75.00 per hour for both assessments and individualized training. Group training rates are $75.00 per hour for the first customer and $37.50 per hour for each additional customer. TWC makes no guarantee of volume, usage, or total compensation and reserves the right to cancel or decline to award contracts at its sole discretion. Contracts may be cancelled with no expenditures within a twelve-month period.
At least one staff member must hold ACVREP or NBPCB certification, a degree in O&M from an accredited institution, or at least two years of full-time O&M teaching experience with successful completion of Texas Confidence Builders training. All applicants must comply with TWC VR Standards for Providers, complete background checks on all staff interacting with customers, and maintain required insurance coverage including general or business liability, premises liability if applicable, and commercial vehicle liability if transporting customers.
Applicants must submit comprehensive documentation including Execution of Offer (Form 01), W-9 and Direct Deposit forms, child support certification, conflict of interest certification, insurance verification, entity headquarters and physical location information, and provider staff information forms. Submissions occur through rolling enrollment with no single proposal deadline.
