About this opportunity
The City of Leesburg, Florida is requesting proposals for design, manufacture, supply, factory testing, delivery, assembly, and installation supervision of one 67–13,090 kV three-phase power transformer at its North Substation (2435 Marcella Way, Leesburg, Florida), with proposals due August 19, 2026 at 11:00 a.m. The transformer must be manufactured within the continental United States—a mandatory sourcing requirement that filters eligible bidders.
Scope includes a transformer rated 18/24/30/36.6 KNAN/KNAF/KNAF (55C/65C) with comprehensive factory and field testing, a Load Tap Changer (Reinhausen RMV-II with TAPCON 250 controller), Schweitzer monitoring and annunciation equipment, lightning arresters, auxiliary cooling, positive pressurizing nitrogen gas system, and non-toxic fire-resistant bio-based natural ester dielectric fluid (Envirotemp FR3). The awardee must supply a Field Service Engineer for on-site installation, assembly, oil filling, and field testing. Delivery is scheduled for Fall 2028. The evaluation formula incorporates a twenty-year Cost of Ownership model applying no-load losses at $3,623 per kW and load losses at $486 per kW; transformer loss values are essential contract terms subject to liquidated damages if test results diverge from quoted performance.
The contract includes a five-year warranty from energization or sixty-six months from delivery, with extended warranty options available. Proposers must demonstrate a minimum of five years of recent experience in similar work, provide four professional references from projects completed within the past five years, hold valid Florida business registration, maintain current insurance (Commercial General Liability minimum $1 million per occurrence, Business Automobile Liability $1 million per occurrence, and Workers' Compensation as required by law), and be registered with E-Verify.
Evaluation criteria are Management and Personnel Qualifications (10 points), Relevant Experience of Firm (25 points), Approach to Delivery of Services (40 points), Financial Compensation (20 points), and Required Forms, Documents, and Licenses (5 points). The evaluation committee meets August 27, 2026. Questions are due August 10, 2026; addenda will issue by August 13, 2026. Addendum No. 1, issued July 20, 2026, confirms the City cannot extend the proposal deadline.
