About this file

This is Addendum No. 4 to RFP 26-017-LK issued by the City of Leesburg, Florida's Procurement Division on August 18, 2026, addressing Request for Information submissions from interested bidders. The City is procuring one three-phase 67,000 to 13,090 kV power transformer with installation services for the North Substation located at 2435 Marcella Way, Leesburg, Florida. The project scope includes design, manufacture, supply, factory testing, delivery, assembly, and installation supervision of the transformer. Proposals were originally due August 26, 2026 at 11:00 a.m., and the evaluation committee is scheduled to meet on August 27, 2026. The contract term includes a five-year warranty from energization or sixty-six months from delivery, with delivery scheduled for Fall 2028.

This addendum clarifies that Federal grant funding from the Federal Emergency Management Agency (FEMA) will be utilized for the project, making compliance with federal regulations mandatory, including SAM.gov registration, 2 CFR 200 Certification requirements, and Davis-Bacon Act prevailing wage rates. Bidders must be registered in SAM.gov prior to submitting proposals. The addendum incorporates two additional documents: the Wage Rate Determination (Davis-Bacon) and a Revised Proposal Bid Form IFB 26-017-LK. Bidders are required to acknowledge receipt of this addendum by signing the acknowledgment section. The bid submission includes pricing for the transformer unit, installation labor and materials, and freight charges, along with a Cost of Ownership calculation utilizing no-load losses at $3,623 per kW and load losses at $486 per kW.

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.

If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. There are a lot of government mentions in this specification. For example SAM.gov registration, Certification to 2 CFR 200, FEMA/ARPA clauses.

Can you confirm if there is any active Federal Funding/Assistance in this project that would make these government regulations necessary for our transformer quote?

A1. Federal grant funding from FEMA will be utilized for this project. Bidders are required to be registered in SAM.gov prior to submitting a bid. The project shall comply with all applicable requirements, including the Davis-Bacon Act. See the attached wage rate determination for the applicable prevailing wage rates.
