About this opportunity
The City of Cleveland, through its Department of Port Control, is seeking a qualified firm to provide comprehensive North Coast Harbor Property Management & Event Management Services for the North Coast Harbor (NCH) district. The procurement involves managing properties near Cleveland Hopkins International Airport, Burke Lakefront Airport, and key NCH attractions including the Rock & Roll Hall of Fame, Great Lakes Science Center, Cleveland Browns Stadium, and Voinovich Park. The selected contractor will be responsible for developing and implementing a property management plan focused on maintaining clean and safe facilities, creating marketing and promotional strategies, managing special events, providing security services, and maintaining high professional standards. The RFP was released on October 7, 2024, with proposals due by October 31, 2024, at 4:00 pm, and the initial contract term is one year with potential three one-year renewal options. The evaluation process will be two-phased, with 50% of scoring based on qualifications and 50% on pricing, requiring firms to demonstrate requisite competence and experience in comprehensive property and event management services.
The procurement includes specific subcontracting goals, with a standard 10% Cleveland Area Small Business participation requirement and strong encouragement to include certified Minority Business Enterprises, Female Business Enterprises, and local small businesses as subconsultants. Contractors must comply with extensive federal contract provisions, including nondiscrimination requirements covering race, color, national origin, sex, age, and disability, as outlined in multiple attached federal contract provision documents. Additional local requirements include the Local Producer, Local-Food Purchaser, and Sustainable Business Preference Ordinance, which allows bid discounts up to 4% for qualifying local businesses. Security requirements are stringent, with mandatory background checks, ID badge applications, and compliance with Transportation Security Administration regulations. While the current pro forma budget shows $0.00 across expense categories, the document suggests comprehensive coverage for services including clean and safe labor, janitorial services, landscaping, maintenance, marketing, management, and city-initiated repairs.
