About this opportunity

The City of Portland, Oregon is requesting proposals for non-destructive water main condition assessment and leak detection services under RFP 00002490, with proposals due February 13, 2025 (extended from the original January 31 deadline via Addendum 2). The submission must include a mandatory COBID Participation Disclosure Form; failure to submit may result in rejection.

The scope encompasses condition assessments on selected water mains to determine remaining average wall thickness and detect leaks, informing asset management and renewal decisions. Work covers approximately one to three miles of pipe annually within Portland's urban boundaries, including critical crossings, over an anticipated initial three-year contract term. Deliverables consist of a summary report and formal presentation to City staff following the site visit, with monthly remote check-in meetings of 30 minutes or less. The City will provide water system operations, traffic control, site access, and at least one on-site representative. Performance location includes the City's facility and other locations approved by the project manager.

Pricing must include hourly rates for all personnel and estimated hours per task, plus per-linear-foot unit inspection costs for one, three, five, and ten-mile annual scenarios across the three-year period. The contract is fixed not-to-exceed with no reimbursable increases during the term; subconsultant markups cap at five percent. Reimbursable costs (pre-approved travel beyond 100 miles of Portland, document reproduction, mileage) are permitted at actual cost without markup.

Evaluation criteria are scored at 100 points maximum: Proposer Capabilities (20 points), Project Team (11 points), Project Approach (20 points), Pricing (15 points), References (9 points), and Corporate Responsibility (25 points, including Oregon State Certification, COBID Subcontracting, Workforce Diversity & Community Involvement, and Sustainable Business Practices). Proposals must not exceed 20 pages and are submitted electronically through the City's Online Procurement Center. Questions were due January 17, 2025. The Notice of Intent to Award identified Echologics LLC with proposed subcontractor CMTS LLC as the highest-scoring proposer at 285.0 points, with Kenwave Solutions Inc. as backup at 260.1 points. Anticipated award and contract finalization is February or March 2025, with services commencing in April 2025.
