About this file

This is a Statement of Work attachment for RFP 00002490 issued by the City of Portland, Oregon, for non-destructive water main condition assessment and leak detection services. The City seeks a qualified proposer to conduct a comprehensive site assessment of the Bull Run conduit alignments extending from Headworks to the proposed PWB Filtration Facility near SE Carpenter Lane and SE Cottrell Road in Multnomah County. The scope of work requires the contractor to identify external environmental challenges including trees and wetlands, inspect and measure vaults, valves, and access points, assess hydraulic regimes and maximum allowable velocities, identify permitting requirements, specify material types and quantities for installation, and document health and safety procedures compliant with water safety protocols. The primary deliverables consist of a summary report and formal presentation to City staff following the site visit, with a close-out meeting to discuss findings and next steps. The City has designated a project manager to oversee the work and provide support. The initial contract term is anticipated at one year from the effective date with City options to renew for additional periods, with work expected to commence upon contract execution and final deliverables submitted by December 2024, though earlier completion is encouraged.

The City anticipates that the contractor will conduct the required site visit within a reasonable timeframe following selection and participate in monthly remote check-in meetings of 30 minutes or less to ensure project progress. Performance will be evaluated based on the timely completion of the site visit and formal acceptance of the written summary report by City staff. Contract performance may occur at the City's facility or other locations approved by the project manager. The SOW does not specify pricing terms, set-asides, incumbent information, or detailed funding sources within the provided documentation.
