About this opportunity

The Hawaii Department of Transportation is requesting bids on resurfacing and reconstruction of Kalanianaole Highway from Makai Pier to Hanauma Bay Road (Federal-Aid Project NH-072-1(057)), with proposals due September 15, 2026 at 2:00 p.m. HST. A State of Hawaii General Engineering "A" license is required prior to contract award — the central eligibility gate.

The scope includes cold planing and resurfacing of existing pavement, reconstruction of weakened sections, widening of paved shoulders, upgrading grated inlets and culverts, repairing headwalls, upgrading and repairing guardrails with new end treatments, installing new crosswalks, centerline and reference survey monuments, milled centerline and rumble strips, pavement markings and signage, and adjusting utility manholes. The project is federal-aid highway funded and subject to Davis-Bacon wage requirements; contractors must pay prevailing wages to all laborers and mechanics and comply with 49 CFR Part 26 Disadvantaged Business Enterprise program requirements. Contractors must perform at least 30 percent of the work with their own organization unless specialty items are designated otherwise. Weekly certified payroll and detailed labor records for three years post-completion are mandatory. All work must comply with Hawaii Revised Statutes Chapter 103D and applicable federal nondiscrimination, wage determination, work-hours, safety, and environmental standards.

The estimated construction cost is between $32,000,000 and $33,000,000. Requests for Information are due September 4, 2026 at 2:00 p.m. HST. A virtual pre-bid conference is scheduled for August 25, 2026 at 9:00 a.m. HST; interested bidders must contact Project Manager Robert Sun at robert.sun@hawaii.gov by one working day prior to receive the meeting invitation. Proposals must be submitted through the Hawaii eProcurement System (HIePRO). The project holds a valid Renewal Notice of General Permit Coverage for stormwater discharge, effective through January 28, 2029, requiring compliance with Storm Water Pollution Prevention Plan requirements and notification of construction start and cessation dates to the Department of Health.
