About this file
This Addendum No. 2 is issued by the State of Hawaii Department of Transportation Highways for Federal-Aid Project NH-072-1(057), a resurfacing and reconstruction project on Kalanianaole Highway vicinity of Makai Pier to Hanauma Bay Road in the District of Koolaupoko, Honolulu, Island of Oahu. The addendum, dated October 5, 2026, modifies the original solicitation by replacing the Table of Contents, six Special Provisions sections (Sections 202, 507, 606, 639, 693, and 755), the Proposal Schedule (pages P-8 to P-20), and five Plan Sheets (ADD. 15, ADD. 16, ADD. 39, ADD. 41, and ADD. 44). Key modifications include removing Item No. 202.0802 Relocate City & County DTS Signal Pullbox and Item No. 639.0200 Asphalt Concrete Gutter Type 7; revising pay measurement for Modified Delaware Retrofit items; adjusting the approximate quantity for Reflector Marker for Culvert at Station 17+64.99 from 2 to 6 units; and revising the description for Terminal Impact Attenuator to specify Quadguard System M10 (TL-3). The addendum also includes comprehensive responses to 46 Requests for Information (RFIs) addressing technical clarifications on epoxy coating specifications, guardrail configurations, payment items, excavation classifications, shoulder widening dimensions, and Material specifications for various components including glass beads, thermoplastic materials, and zinc-coating methods.
The addendum addresses critical project specifications and cost considerations by clarifying measurement and payment procedures for removal of structures, railing installations, guardrail systems with zinc and epoxy coatings, and terminal impact attenuators. Special emphasis is placed on epoxy coating requirements for guardrail components, including pretreatment and coating thickness standards, independent testing laboratory inspections with minimum 10 percent sampling requirements, and procedures for repair of exposed or damaged surfaces. The addendum confirms that additional paved areas under and behind guardrails are included as part of the new guardrail system work and that the 8.5-inch cold planing depth for Reconstruction Type C is paid under Excavation of Weakened Pavement Areas rather than Cold Planing. Bidders are directed to examine Contract Documents and the Project Site to determine appropriate quantities, with provisions for price adjustments during construction in accordance with Hawaii Standard Specifications Sections 104.06 and 104.07 for variations in estimated quantities. Contractor responsibilities include securing additional staging areas beyond HDOT right-of-way, compliance with MASH 2016 guardrail layout requirements, and submission of shop drawings for new guardrail installation prior to construction.
