This is Addendum No. 1 issued by the Hawaii Department of Transportation, Highways Division, for the Kalanianaole Highway Resurfacing project located in the District of Koolaupoko, Honolulu, Island of Oahu (Federal-Aid Project No. NH-072-1(057)). The addendum postpones the original bid due date from September 15, 2026 at 2:00 p.m. Hawaii Standard Time to October 15, 2026 at 2:00 p.m. HST. The scope of work includes cold planing, resurfacing, reconstruction of weakened pavement areas, widening paved shoulders, upgrading grated inlets, upgrading and repairing culverts and headwalls, upgrading guardrails and end treatments, installing new crosswalks, centerline and reference survey monuments, milled centerline and rumble strips, pavement markings and signage, and adjusting utility manholes. A virtual pre-bid meeting was held on August 25, 2026 at 9:00 a.m. via Microsoft Teams with attendance from Hawaii Department of Transportation representatives and three construction firms: Drayko Construction, Hiilawe Construction, and Grace Pacific. The Requests for Information deadline remains September 4, 2026 at 2:00 p.m. HST, and all proposals must be submitted through the Hawaii eProcurement System (HIePRO) prior to the extended due date.
The addendum includes pre-bid meeting notes addressing Disadvantaged Business Enterprise (DBE) program requirements, noting that while HDOT's DBE program remains in effect under 49 CFR Parts 23 and 26, race-conscious measures including DBE contract goals have been suspended effective October 3, 2025 pending certification reevaluation, though HDOT reserves the right to reinstate or amend DBE provisions at a later date. The DBE goal for this project is specified as non-specified. Bidders are directed to register and submit complete bids exclusively through HIePRO, with failure to upload proposals to the system constituting grounds for rejection. All bidders will be contacted individually after solicitation closure to complete a bidder registration form. The project is federal-aid highway funded and subject to federal prevailing wage requirements and compliance with applicable federal and state regulations.
