About this opportunity
The City of St. Petersburg is seeking to procure one Flowserve Limitorque Model MXB-40WP460/26 Smart Electric Valve Actuator as a replacement unit for the North East Water Reclamation Facility (NEWRF), with proposals due August 6, 2026 at 3:00 p.m., and this is a sole-source procurement with no substitute products or alternate manufacturers accepted.
The scope is a direct replacement for an existing EIM brand valve actuator that is beyond economical repair. The specified actuator features 460 VAC 3-phase 60 Hz motor operation, 26 RPM output speed, NEMA 4/4X/6 weatherproof enclosure, Bluetooth commissioning capability, and integral reversing motor starter contactors housed within the actuator enclosure. The unit must be complete and factory-assembled for delivery to 1160 62nd Ave NE, St. Petersburg, FL 33702. The procurement preserves existing valve, mounting interface, and control architecture without modification.
Vendors must demonstrate a minimum of three years' experience providing water and wastewater valve accessories, supplies, equipment, and replacement parts. A Subcontractor Utilization Plan encourages (but does not mandate) participation by small business enterprises, women business enterprises, veteran-owned businesses, and minority business enterprises in the Tampa Bay Region; proposers will not be deemed non-responsive for zero diverse business participation.
The cost proposal includes line items for actuator unit cost and delivery charges. The vendor must provide a minimum two-year warranty from final acceptance, maintain commercial general liability insurance of at least $1 million per occurrence and commercial automobile liability of $1 million combined single limit, register with the Florida Division of Corporations, comply with E-Verify, provide three customer references, and certify compliance with Florida Statute 287.135 regarding scrutinized companies. Questions are due August 3, 2026. Responses must be submitted electronically through the OpenGov Procurement portal. The City reserves the right to reject any or all submissions and has established non-negotiable contract terms including indemnification, insurance provisions, governing law (Florida), and venue in Pinellas County.
