About this file

This is a Subcontractor Utilization Plan form required by the City of St. Petersburg for a procurement of one Flowserve Limitorque Model MXB-40WP460/26 Smart Electric Valve Actuator as a replacement unit for the North East Water Reclamation Facility (NEWRF). The actuator serves as a replacement for an existing EIM brand valve actuator that is beyond economical repair and is intended to restore existing valve actuation functionality without modification to the installed valve, mounting interface, or control architecture. The procurement specifies that no substitute, alternate manufacturer, or equivalent product will be accepted, indicating a sole-source requirement for this specific Limitorque model with integral motor starter contactors.

The Subcontractor Utilization Plan requires proposers to demonstrate intent to use small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) located in the Tampa Bay Region. Proposers must describe their outreach, education, mentorship, and process improvement efforts designed to engage these business categories and reduce barriers to their participation. Participation by small, veteran, minority, and women business enterprises is voluntary with no minimum participation requirement mandated as a condition for contract award. The City encourages proactive engagement with these business categories, though proposers will not be deemed non-responsive for submitting a plan with zero small or diverse business participation.
