Sellers must quote all items to be eligible for award. The LGBTQ Applicant Data Form is attached and submission is voluntary; the form collects demographic information on LGBTQ business ownership and certification status (LGBTBE, MBE, WBE, DSBE, DBE). This is a requirements contract, meaning the City will place orders at its sole discretion during the 365-day contract term. No delivery or services commence until the City issues a purchase order and notifies the department. All pricing must be quoted net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales taxes. Delivery is FOB Destination Point at quoted prices. Quoted terms and prices remain valid for 60 days from submission or throughout the contract term.

Sellers must maintain General Liability insurance at $500,000 per occurrence and Automobile Liability at $300,000 per occurrence, in addition to Workers' Compensation at statutory limits. Sellers must submit a signed Consent and Authorization Agreement prior to bid closing to access PHLContracts, the City's eProcurement platform; the agreement establishes terms for electronic bidding and binds the company as if signed by an authorized representative.
