About this opportunity

The City of Pembroke Pines in Broward County, Florida, is seeking bids for NetApp Cloud Volumes ONTAP (CVO) licensing through Invitation for Bid #TS-25-16. The procurement is specifically for a single CVO Essentials Secondary plan for a Single Node with a 3-year term, aimed at replicating on-premise NetApp storage into the cloud. The primary objective is to provide a secure and reliable backup solution that expands storage capacity and ensures continuity of operations, utilizing a software-only storage appliance running ONTAP data management software in the cloud. The NetApp CVO solution will offer enterprise-grade storage features including storage efficiencies, data protection, data tiering, application consistency, and data security, with compatibility for NFS, SMB/CIFS, iSCSI, and S3 client protocols. The bid is due on September 30, 2025, at 2:00 pm, with a virtual bid opening scheduled for 2:30 pm on the same date, and proposals must be electronically submitted through the OpenGov procurement portal. No substitutes, equivalents, or alternate bids will be accepted, and the city reserves the right to award the contract to the most responsive and responsible bidder whose bid is determined to be most advantageous.

The procurement appears to have multiple set-aside and compliance requirements, including HUD Section 3 guidelines that mandate contractors make best efforts to direct 25% of total project hours to Section 3 workers and 5% to Targeted Section 3 workers for contracts over $200,000. While no specific disadvantaged business enterprise requirements are explicitly outlined, the city has comprehensive compliance documentation including Davis-Bacon wage determinations and labor standards guidelines. The estimated project cost is $70,000.00, with potential for a contingency fee and future price adjustments based on recognized indices. Contractors will be required to maintain various insurance coverages, including general liability, workers' compensation, and professional liability, with the City of Pembroke Pines named as an additional insured. The existing infrastructure involves replicating current NetApp storage systems, ensuring compatibility with the city's existing applications and technology platform. Successful bidders must comply with extensive federal, state, and local regulations, including non-discrimination provisions, background screening, and E-Verify compliance.
