About this opportunity

Neighborhood House is soliciting bids for its Rear Building Access Improvement project in Salt Lake City, Utah, with a mandatory pre-bid conference on November 10, 2026 at 11:00 a.m. at 1050 West 500 South, where attendance is required to submit a bid. Bids are due November 19, 2026 at 5:00 p.m. through U3P/Bonfire. The project is funded through Salt Lake County's Community Development Block Grant program and is subject to Davis-Bacon and Related Acts federal labor standards.

The scope is an accessible route and a new gate with panic hardware to remove physical barriers for facility users with mobility needs. Work includes landscaping removal and restoration, curb demolition, concrete installation, gutter grinding, temporary security measures, permits, project supervision, debris removal, and contingency. The contractor must prepare and submit permit documents to Salt Lake City, respond to plan review comments, and ensure compliance with building, accessibility, fire, and emergency exit requirements, including the 2010 ADA Standards for Accessible Design. The attached wage determination, dated October 22, 2026, sets prevailing rates that bidders must acknowledge as a condition of award.

The prime contractor is responsible for all workers on site, including subcontractors and staffing agency personnel. Required compliance includes weekly electronic certified payroll, three-year record retention, Section 3 and BABA reporting as applicable, and Davis-Bacon worker pocket guides for all workers. Full SAM.gov registration is required for all parties before work begins, and subcontractors must attend in-person pre-construction compliance meetings at the County. Payment is withheld until the County's Contract and Compliance Analyst confirms compliance. Davis-Bacon inquiries go to Madeline Martinez at mademartinez@saltlakecounty.gov.

Bidders must account for all labor and compliance costs in their bids. The award goes to the lowest responsible and responsive bidder meeting all checklist requirements. Questions are due November 12, 2026 at 5:00 p.m., with responses posted by November 16, 2026 at 5:00 p.m. Bid opening is November 20, 2026 at 5:00 p.m., and anticipated contractor selection is November 23, 2026 at 5:00 p.m. A mandatory pre-construction meeting with the County follows contract execution. The schedule runs approximately 9 to 20 weeks from authorization through inspection and closeout, with construction estimated at 1 to 3 weeks.

Neighborhood House is the issuing office, and the Division of Purchasing is not the issuing or conducting unit. Contract award information will not be posted on this site and must be requested from the designated office named in the solicitation.
