About this opportunity
Boulder County is requesting proposals for neighborhood electric vehicle outreach and education services to support the Charge Up Boulder County: Better Access for EV Charging program, with proposals due July 6, 2026 at 2:00 p.m. Mountain Time. The contract is funded through a U.S. Department of Transportation Federal Highway Administration Charging and Fueling Infrastructure discretionary grant under the Bipartisan Infrastructure Law, subject to compliance with 2 CFR 200, NEVI standards, Buy America requirements, Davis Bacon wage rates, the Americans with Disabilities Act, Title VI of the Civil Rights Act, and Fair Housing Act.
The scope encompasses organizing and conducting in-person EV education and outreach events at up to 30 neighborhood sites across Boulder County—including multifamily housing, condos, townhomes, city parks, nonprofits, and retail locations—from September 14 through December 18, 2026, at an estimated rate of 1–2 events per week with anticipated attendance of 10–50 people per event. The vendor must prepare bilingual event content and marketing materials (English and Spanish, with translation managed by the County), conduct events covering EV benefits, incentives, charging types, and planned station details, manage logistics including setup and cleanup, and administer pre- and post-event surveys. Optional EV ride-and-drive events or EV showcases are limited to up to eight events; vendors arranging vehicles must provide waivers and meet specific Garage Liability insurance requirements (minimum $1,000,000 combined single limit on an occurrence basis). Eligible vendors include private corporations, partnerships, companies, or nonprofit organizations, and may partner with subcontractors.
The total project budget does not exceed $165,000. Food costs must be invoiced separately and paid with non-federal county funding. The selected vendor must maintain Commercial General Liability of $1,000,000 per occurrence / $2,000,000 aggregate, Automobile Liability of $1,000,000 per accident, and Workers' Compensation at statutory limits with Employer's Liability minimums of $100,000 per accident and $500,000 disease policy limit, naming Boulder County as additional insured.
Evaluation criteria allocate 100 points: clarity and responsiveness of the proposal (10 points); vendor capability and approach (30 points); qualifications and experience (30 points); and proposed pricing (30 points). Questions are due June 12, 2026; an addendum will be released June 18, 2026. Interviews are anticipated July 9–13, 2026, with award anticipated July 21, 2026 and project start August 21, 2026. Proposals must include an 8-page service description, qualifications and resumes of key personnel, cost proposal, example event flier, references, vendor information form, W-9, SAM.Gov registration information, lobbying certificate, and certificate of insurance.
