About this file
This is an evaluation criteria document for Boulder County, Colorado's request for proposals (RFP) to select a vendor for organizing and conducting electric vehicle education and outreach events in eligible Boulder County neighborhoods. The eligible neighborhoods consist of property owners participating in the Charge Up Boulder County: Better Access for EV Charging program. The selected vendor will provide education and outreach services to neighborhood residents using funding from Boulder County's federal grant for electric vehicle charging infrastructure. The evaluation will be conducted by a county selection committee, which may request additional information, references, and interviews from vendors before making a final selection.
The evaluation scoring matrix allocates 100 total possible points across four criteria: clarity, completeness, and responsiveness of the proposal to the project scope (10 points); sound approach and evidence of vendor capability to provide quality and timely services (30 points); qualifications and experience (30 points); and proposed pricing (30 points). The document specifies that proposals including optional EV ride and drive or EV showcase services will not receive higher scores, and proposals without these services will not be scored lower, as these services are optional rather than required. If contract negotiations with the highest-ranked vendor are unsuccessful, Boulder County may proceed to the next highest-ranked vendor.
