About this file
This is a Federal Certifications document, specifically a Certification and Restrictions on Lobbying form, related to a Boulder County, Colorado state and local contract opportunity for Neighborhood EV Outreach and Education in Support of Community EV Charging. The document requires an authorized representative of a bidding company to certify that no federal appropriated funds have been paid or will be paid to any person for the purpose of influencing federal contract awards, grants, loans, or cooperative agreements. The certification applies to the electric vehicle education and outreach services contract, which is funded through Boulder County's federal grant for EV charging infrastructure. The selected vendor will organize and conduct education and outreach events in eligible neighborhoods within Boulder County where property owners are participating in the Charge Up Boulder County initiative.
The certification document serves as a material representation of fact and is a prerequisite for bidders to enter into the transaction with Boulder County. Any person or entity that fails to submit the required certification is subject to civil penalties ranging from $10,000 to $100,000 for each failure, as imposed by 31 U.S.C. 1352. Additionally, bidders must ensure that this certification language is included in all subaward documents at every tier, including subcontracts and subgrants, and require all subrecipients to certify and disclose accordingly. If non-federal funds have been or will be used for lobbying activities in connection with the federal contract, the bidder must complete and submit Standard Form LLL, "Disclosure Form to Report Lobbying," in accordance with its instructions.
