About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids to establish a master agreement for NCR paper products for the Department of Corrections' Luther Luckett Correctional Complex in LaGrange, with bids due October 30, 2026 at 1:30 p.m. EST. Kentucky resident bidders receive reciprocal preference, and Kentucky Correctional Industries receives a 20 percent preference on maximum points awarded.
Vendors must submit pricing as a percentage discount off current list price for all NCR products in the catalog — including 2-, 3-, and 4-part carbonless varieties in multiple colors and sizes, specialty papers (gloss cover, bond, offset, index, tag, tyvek), envelopes (regular, window, catalog, expansion), adhesive materials, polyethylene sheets, and bulk stock. Pricing must be entered only in designated yellow-highlighted cells on the required Bid Sheet; modifications to the form may result in rejection. Some polyethylene products carry minimum order quantities ranging from 1,000 to 5,754 pieces. Quotations are F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all shipping charges.
The initial contract period runs one year from award, with four optional two-year renewal periods available subject to mutual written approval and potential renegotiation. All pricing remains firm for the first twelve months; thereafter, price increases require industry-wide justification, and approved decreases must be implemented immediately. Evaluation uses a best-value scoring model: discount percentage (45 points), cumulative total for NCR catalog (45 points), and delivery time in working days (10 points), for a maximum of 100 points. Vendors must obtain a Certificate of Insurance showing Commercial General Liability of at least $1 million per occurrence and $2 million aggregate prior to award; Automobile Liability Insurance is required if the contractor provides delivery. All bidders must register with Kentucky's Vendor Self Service System and submit a notarized affidavit attesting to compliance with Kentucky campaign finance laws prior to award. Written questions are due October 15, 2026 at 12:00 p.m. EST, with Commonwealth responses due October 21, 2026. Pricing must remain firm for 60 days after the bid due date.
