About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for NCR paper products to supply Kentucky Correctional Industries under RFB 2700000152, with bids due October 28, 2026 at 1:30 p.m. EST. Kentucky resident bidders and qualified bidders, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies for individuals with severe disabilities, are eligible for reciprocal and preference points.
The scope comprises a master agreement catalog with percentage discounts across all NCR products, including multi-part NCR forms in various sizes and colors, envelopes, specialty papers, polyethylene materials, and tag stock — approximately 100 line items. All goods must be delivered to Luther Luckett Correctional Complex in LaGrange, Kentucky, FOB Destination Freight Prepaid and Allowed. The vendor must maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, and Automobile Liability Insurance of $1 million per occurrence if the contractor performs delivery.
The initial contract period is one year from award, with four optional two-year renewal periods subject to written approval by all parties and potential renegotiation of terms and conditions for each extension. No price increases are permitted during the first 12 months; thereafter, price adjustments may be requested with industry-wide justification and must be requested at least 30 days in advance. The Commonwealth makes payment within 30 working days of invoice receipt and goods acceptance.
Award will be made on best value using three measurable criteria: discount percentage on NCR products (45 points), cumulative total price for the NCR paper catalog (45 points), and delivery time in working days (10 points). Bidders must submit responses electronically through the Kentucky eProcurement system with all pricing on the required Bid Sheet (Attachment B). Written questions are due October 13, 2026 at 12:00 p.m. EST; the Commonwealth's response to questions is due October 19, 2026.
