About this opportunity

The State of Utah Division of Purchasing is requesting bids on an archaeological survey for an area adjacent to and north of Eureka, Utah under IFB NC27-109 (WRI 8059 Iron Fire ESR Arch Survey), with bids due September 17, 2026. Participation is restricted to vendors on the State of Utah's approved vendor list for archaeology services—a mandatory eligibility filter.

The scope encompasses a cultural resources inventory across approximately 9,979.5 acres spanning Juab, Tooele, and Utah counties, including pedestrian archaeological survey of 8,030.1 acres with mixed 15- and 30-meter transects, literature review and background research, revisit and documentation updates of previously recorded sites, and rolling consultation reporting with the Utah State Historic Preservation Office. Fieldwork must commence within two weeks of award, with draft deliverables due April 16, 2027 and final deliverables due June 1, 2027. All field personnel must hold current BLM Cultural Resources Use Permits and PLPCO Principal Investigator permits, and field directors must meet Secretary of the Interior Professional Qualification Standards.

The contract follows a lump-sum pricing model with a four-milestone payment schedule: 10 percent upon completion of pre-field literature review, 50 percent upon completion of fieldwork with preliminary results, 30 percent upon delivery of draft deliverables, and 10 percent upon full acceptance of final deliverables. No cost modifications or change orders are entertained for unexpected findings. The vendor must guarantee pricing for the entire project duration. The award will be made to the lowest cost responsive and responsible vendor based on cumulative evaluation combining technical merit and cost points. Logan Simpson Design, Inc. was awarded the contract on September 22, 2026 with a bid of $383,647.00. The project is subject to Section 106 of the National Historic Preservation Act and Utah Code 9-8a-402 compliance.
