About this file
This is a Scope of Work document for a multiple award archaeology contract issued by the State of Utah Division of Purchasing, in collaboration with the Bureau of Land Management (BLM), Utah State Historic Preservation Office (UtSHPO), Trust Lands Administration (TLA), Utah Division of Forestry, Fire, & State Lands (FFSL), Utah Division of Wildlife Resources (DWR), and the Utah Watershed Restoration Initiative (WRI). The project requires completion of a cultural resources inventory for the Iron Fire ESR (WRI 8059), an area of approximately 9,979.5 acres adjacent to and north of Eureka, Utah, spanning Juab, Tooele, and Utah counties. The scope includes pedestrian archaeological survey of 8,030.1 acres (with mixed 15 and 30-meter transects), literature review and background research for the full Area of Potential Effect, revisit and documentation updates of previously recorded sites, and rolling consultation reporting with UtSHPO. Fieldwork must commence within two weeks of project award, with an expected completion date of January 1, 2027, and draft deliverables due April 16, 2027, with final deliverables due June 11, 2027. No mandatory site visit or bidders conference is required, though the project is awarded to the lowest cost responsive and responsible vendor on the approved archaeology vendor list. The contract follows a lump sum pricing model with no cost modifications or change orders entertained for unexpected findings.
The payment schedule consists of four milestone invoices: 10 percent upon completion of pre-field literature review, 50 percent upon completion of fieldwork with preliminary results, 30 percent upon delivery of draft deliverables, and the final 10 percent upon full acceptance of final deliverables. The project is funded through state agencies including TLA, FFSL, DWR, and WRI, making it subject to both federal undertaking requirements under Section 106 of the National Historic Preservation Act and state undertaking requirements under Utah Code 9-8a-402. All work must be performed by qualified personnel holding current BLM Cultural Resources Use Permits and PLPCO Principal Investigator permits, with field directors meeting Secretary of the Interior Professional Qualification Standards. The vendor must guarantee pricing for the entire project, and the contract award will be made through Utah Division of State Purchasing & General Services Solicitation AS24-114 based on a cumulative assessment combining Best Value scores from the original RFP with SOW-specific cost point awards.

Multiple Award for Archaeology Scope of Work Procurement Authority: State of Utah AS24-114 Project Title: Iron Fire ESR, Cultural Resources Inventory (WRI 8059)
Solicitation conducted by Utah State Purchasing
Cultural Resources Project Type: Intensive and reconnaissance level inventory (mixed 15 and 30 meter transects) and site revisits (outside the survey area).
Project Description: The human-caused Iron Fire started on June 19, 2026, on private land. It was contained in early July after burning more than 41,000 acres across Juab, Tooele, and Utah counties. From the WRI proposal: “This project aims to mitigate negative ecological impacts of the 2026 Iron Fire. 41,842 total acres were burned during this fire. This project is a collaborative effort between multiple agencies and proposes 19,462 ac. of post-fire treatments to improve wildlife habitat, protect water quality, protect human life and safety, and restore public recreation opportunities... The project area is adjacent to and north of Eureka, UT. The project area includes portions of Tooele, Juab, and Utah counties. The entirety of the fire perimeter is east of State Highway 36.”
The Project is a federal undertaking; as such, the cultural resources inventory is being completed in compliance with Section 106 of the National Historic Preservation Act and in accordance with State Protocol Agreement between Utah SHPO and BLM. The project will require ‘rolling consultation’ per Appendix G of the State Protocol to receive preliminary concurrence from Utah State Historic Preservation Office (UtSHPO) and streamline the undertaking implementation (see below).
The Project includes state funding from the Trust Lands Administration (TLA), the Utah Division of Forestry, Fire, & State Lands (FFSL), the Utah Division of Wildlife Resources (DWR), and the Utah Watershed Restoration Initiative (WRI). Such state funding also qualifies this project as an undertaking as defined by Utah Code 9-8a-402. Such an undertaking requires these state agencies to take into account the effect of the undertaking on any historic property (Utah Code 9-8a-404).
The Project includes a cultural resource literature review and site revisits for the full Area of Potential Effect (APE; 9,979.5 acres) where mechanical treatments (chaining, drill seeding, mastication, etc.) may occur. Within the APE, a cultural resources inventory is required for approximately 8,030.1 acres. Areas of the APE that are not included in the cultural resources inventory (approximately 1,949 acres) were exempted from the new survey through early consultation with the Utah State Historic Preservation Office (UtSHPO), BLM, and partner state agencies. These exempted areas (“Past Adequate Survey Area”) were archaeologically surveyed since the year 2000. Within this area, previously recorded archaeological sites that were recorded between 2000 and 2010 and are NRHP unevaluated or eligible require a revisit and update. These various Project activities will be documented in standard BLM and UtSHPO records and data files.
Specifically, the Project includes cultural resources identification and assessment tasks:
a. Completion of a cultural resource literature search, background research, data review, etc. of the entire APE (9,979.5 acres);
file: 8059_IronFire_APE..zip/kmz) plus a ¼ mile buffer of the APE.
b. Pedestrian cultural resource inventory (archaeological survey) of a portion of the APE defined in consultation with the
UtSHPO (8,030.1 acres; file: 8059_IronFire_SurveyIntensity.zip/kmz). Survey intensity is mixed within this area and defined in the shapefile. Approximately 3,724.7 acres will require intensive, 15 meter-width transects. The remaining 4,305.4 acres will require 30-meter width transects.
Survey “exclusion” areas are not expected, but if areas within the survey area are deemed unsafe or are significantly steep, they may be excluded or surveyed at a reconnaissance level in conversation with the Agency Archaeologists. Such exclusion areas must be documented in the final report and delineated in the associated final project shapefiles. Exclusion areas will be shared with the Agency Archaeologists through shapefile as part of the project’s rolling consultation requirement. Transect data shown as tracks in GIS and delivered in a separate shapefile may be required at the discretion of Agency Archaeologists to ensure full coverage of survey areas. If transect data are not required, it will be noted in the kickoff meeting. If requested, survey areas will be field mapped using professional quality GPS units, either through GPS’ing survey lines or GPS’ing the beginning and ending of survey transects.

c. Revisit and documentation update of previously recorded archaeological sites within the Past Adequate Survey Area, that were recorded between 2000 and 2010 and have an NRHP status of eligible or unevaluated. These resources will be recorded in accordance with current UtSHPO and BLM guidance and requirements.
d. Documentation of all previously recorded or newly identified cultural resources within the pedestrian archaeological survey area according to current UtSHPO and BLM guidance and requirements.
e. Complete “rolling consultation” reporting. This task is described below.
WRI Number: 8059
Land Manager: The Project is located on land administered by the BLM-Fillmore Field Office (FFO), the BLM-Salt Lake Field Office (SLFO), private, and Trust Lands Administration lands.
Cultural Lead: Savanna Agardy, BLM West Desert District/US Wildland Fire Service (USWFS) Great Basin Unit 11 Fuels Archaeologist, is the cultural lead and will be consulting with UtSHPO. Lindsay Fenner, TLA Archaeologist will represent TLA lands.
Allan Wolfrum, FFSL Archaeologist, and Arie Leeflang, DWR Archaeologist, will represent private lands. Arie Leeflang will handle invoicing and contracting tasks. These individuals are collectively noted as “Agency Archaeologists” in this document.
Fieldwork Preferences: Do not place physical datums. Site boundaries, artifacts, and features must be GPS’d with submeter accuracy following BLM Utah Fieldwork Guidelines. Follow the 2008 UPAC Linear Sites guidance for the recordation of linear sites.
Clearly justify the recordation of the linear as a site, according to the UPAC guidance, as opposed to an isolated occurrence. Linear sites that are not justified as an archaeological site will be transitioned to an isolated occurrence at the Contractor’s expense.
Utah Archaeological Site Forms will be completed for each newly recorded cultural resource site and each revisited previously documented site. Previously documented sites that are unable to be relocated will be documented using a Utah Archaeological Site Form Part A or appropriate UtSHPO Archaeology Records forms. Previously recorded cultural site forms that are recent (less than 10 years) do not need to be re-documented if they have adequate information and key aspects have not changed since the previous recording, including but not limited to eligibility, condition/impacts, artifact or feature lists, and site boundary, and the existing documentation meets UtSHPO and BLM standards.
Each cultural resource site within the Project area shall be evaluated for inclusion in the National Register of Historic Places (NRHP), as set forth in 36 CFR 60. The Contractor shall make recommendations concerning site eligibility and include a written justification, both on the Utah Archaeological Site Form and in the project report. This justification shall specify the specific criteria under which eligible sites are found to qualify and a discussion of the seven aspects of integrity specified in 36 CFR 60. Justifications should reference Research Questions from the applicable Class I Report. Final determinations of eligibility will be made by BLM in partnership with TLA, FFSL, and DWR, in consultation with the UtSHPO.
If areas of dense vegetation or steep slopes present an unsafe work environment, document the locations with GPS points or polygons and photographs. Such changes in archaeological survey intensity will be documented and shared with the Agency Archaeologists as part of rolling consultation materials (please see below) unless otherwise directed. These areas must be documented in the final report and spatial data attributes and will be coded as reconnaissance surveys or exempted rather than intensive surveys in the report.
Photos shall be submitted for Isolated Finds (IFs) that are features or consist of diagnostic prehistoric artifacts. IFs that consist of more than one artifact shall list the measurable extent in which the IF occurs to ensure they do not meet the site definition.
Site avoidance flagging is not required.
Reporting Requirements: No paper reporting is required for this project. A single report is required to document all the tasks listed. A quarter mile literature review buffer will be used to identify previously conducted archaeological investigations and previously recorded archaeological sites in the area. A standard cultural context or cultural setting for the project area will be included in the report.
Report format will follow current BLM requirements. Cultural resource findings and results may be provided in the report in a table or simplified format. Such presentation will include the site type, a site description, and a simplified NRHP discussion.
Deliverables (draft and final) will each include the report, site forms, GIS data, tabular data, and IF data, all according to UtSHPO and BLM guidance, standards, and templates (e.g. Isolated Finds template). If revisions are substantial, additional reviews may be necessary. UtSHPO may also have additional edits that will need to be incorporated.

Follow the 2008 UPAC Linear Sites guidance for the recordation of linear sites. Roads or other linear features that are recorded as linear sites and are not appropriately justified as a linear site in alignment with the UPAC guidance will be asked to transition the site to an isolated occurrence at the Contractor’s expense.
The Utah Archaeology Site Form will be used for recording new sites and updating previously recorded sites. All sites shall be assigned Smithsonian Trinomial prior to draft deliverables submission. Do not submit draft deliverables with temp numbers only.
Include photographs of all diagnostic artifacts and features and a representative sample of complete groundstone tools if found.
Also document onsite deposition depth estimates and your method to determine depth as part of your NRHP discussion and recommendation.
Upon completion of fieldwork, Agency Archaeologists may request the spatial data for transect lines, archaeological sites, as well as preliminary fieldwork results such as a list of sites, total Class II or exclusion acres (if applicable), and preliminary eligibility determinations before approving the fieldwork completion milestone invoice.
UtSHPO Rolling Consultation: Rolling consultation with the Utah State Historic Preservation Office (UtSHPO) is planned and will require reporting to the Agency Archaeologists by the Contractor following each field session. This reporting will include the area of newly completed survey (via shapefile) and initial documentation and updating of newly recorded or updated archaeological sites (via spreadsheet). This reporting is required within seven working days of the closing of each archaeological field session.
Archaeological site reporting will be via the BLM rolling consultation template spreadsheet (attached) and with the submission of all documented site boundaries and completed-survey areas in a shapefile. This is an extra effort above usual non-ESR project reporting and is time critical as treatments may begin immediately following rolling consultation completion with UtSHPO. Initial rolling consultation is expected within 17 days of fieldwork start (10-day session plus 7 days processing time).
Permitting Requirements: Principal Investigators, Field Directors, and Crew Chiefs must hold a current BLM Cultural Resources Use Permit for the Great Basin and a Public Lands Policy Coordinating Office (PLPCO) Principal Investigator permit to Conduct Archaeological Surveys. Further, all work shall be performed in accordance with the Secretary of the Interior’s "Standards and Guidelines for Archaeology and Historical Preservation” (Federal Register, Volume 48, Number 190; Thursday, September 29, 1983, page 44716). The Principal Investigator shall be required to hold a valid state permit to conduct archaeological surveys on federal and state property. Field directors must meet the Secretary of the Interior’s Professional Qualification Standards for Archaeology or History. The Contractor shall provide qualified personnel who have knowledge and experience in identifying and evaluating cultural resources found in Utah. All project staff and crew members must be directly supervised in the field by qualified field directors or the principal investigator.
Fieldwork authorizations from the BLM field office and TLA are required.
MA for Archaeology Region: Central, greater than 300 acres.
WRI Contracting Model: Lump sum. As a lump sum project, cost modifications or change orders based upon unexpected or excessive findings will not be entertained.
Acres: 9,979.5*
● BLM = ~7,162.7
● Private = ~2,194.6
● TLA = ~622.3
*There are approximately 1,949 acres of previous survey that are considered adequate and eligible for exclusion from new survey in consultation with Agency Archaeologists and the UtSHPO. As such, the acres requiring new Class II/III Inventory will be 8,030.1 acres. Revisit of certain areas or sites in the excluded areas may be required.
Period of Performance:
Required Fieldwork Start Date: Within two weeks of project award.
Expected Fieldwork Completion Date: January 1, 2027* Rolling Consultation Due Date: Seven working days following each field session.
Draft Deliverables Due Date: April 16, 2027 Final Deliverables Due Date: June 11, 2027
*The project area may get snowed out at some point and the project may continue in the spring if deemed appropriate by project managers. A ‘good faith’ effort will be defined by an estimation that appropriate efforts are being made to meet the
January 1st fieldwork deadline. This may be assessed by the percentage of fieldwork completed per the percentage of time elapsed toward the final due date.
Revisit of Previously Recorded Sites Outside of the Survey Area, within Past Adequate Survey Area: In consultation with UtSHPO, certain previously recorded sites within the Past Adequate Survey Area require a revisit, re-recording, and NRHP update and assessment. These include sites recorded between 2000 and 2010 that are unevaluated, recommended eligible for, or determined eligible for, the NRHP. Below is a preliminary list of previously recorded sites within the larger project area and their revisit work requirement. If additional sites are identified that qualify under the criteria listed above (e.g., recorded 2000-2010 and NRHP unevaluated or eligible), these newly identified sites will also require revisit and reassessment.

Access: Access varies throughout the project area. Significant portions of the project area will be accessible with a 4x4, high-clearance, field-going vehicle. A UTV will be required to access certain parcels due to wildfire impacts and poor road conditions.
Some deadwalking will be required to access remote parcels. Access through private lands/fences will be required to reach BLM land. Savanna Agardy will coordinate with Fillmore Field Office staff and private landowners on dates of planned survey to ensure proper access.
Inspections: Agency Archaeologists will complete periodic site visits and inspections during fieldwork and as part of the review of draft and final deliverable records.
Payment Schedule: Invoicing for this project will follow the standard Multiple Award for Archaeology contract schedule: 10% invoiced upon completion of pre-field literature review; 50% upon completion of fieldwork, including a preliminary report of fieldwork results as described above; 30% upon delivery of draft deliverables; final 10% upon full acceptance of final deliverables by the Agency Archaeologists. Approval of milestone invoicing must be made by Agency Archaeologists. If more frequent invoicing is required, include your preferred invoice schedule in your bid response for consideration by the project managers.
Please note – arrival and approval of each milestone require the submission of milestone-reaching documentation:
● Pre-field literature review: submission of a brief Class I document that summarizes the initial literature review and background research effort. While this does not need to be polished, the document should provide evidence of a thorough literature review effort and should include a survey findings expectations paragraph.
● Fieldwork: Cultural leads may request documentation of fieldwork and preliminary fieldwork results. This may include spatial data for fieldwork transect lines, preliminary archaeological site boundaries, and class II or other exclusion areas.
Preliminary site lists and preliminary eligibility determinations may also be requested. Such submissions may be waived by the cultural leads during the project kickoff meeting.
● Draft deliverables: draft UtSHPO package following BLM and UtSHPO reporting and data standards requirements.
● Final deliverables: final UtSHPO package following BLM and UtSHPO reporting and data standards requirements.
Billing PO: 202641
Attached Files:
● 8059_IronFire_APE: – a GIS shapefile and KMZ file of the full APE, including the Past Adequate Survey Area. ****Note, the GIS shapefiles, not the map figures, will be used for all contractual project area identification tasks. SOW-included maps are generalized and provided to orient bidders to the general area of the Project.
● 8059_IronFire_SurveyIntensity.zip/kmz: – a GIS shapefile and KMZ file of the archaeological survey area with variable survey intensities delineated
● ESR_Rolling_Consultation_IronESR.xlsx – the required BLM template for reporting documented sites for “rolling consultation” with UtSHPO. The Contractor will provide session fieldwork results within seven working days of session’s end. Results will include this spreadsheet (populated), site boundaries in a shapefile, and a shapefile of the completed survey area.
How Projects will be Awarded
The individual SOW project award will be made based upon a cumulative assessment which will take place at each project release.
That assessment will combine the previously outlined Best Value score and a new “SOW Cost Point Award.”
The Best Value score was awarded in RFP AS24-114 and is not changeable. It is a portion of 300 points as assessed in the first three categories (Technical Criteria) of the RFP.
The “SOW Cost Point Award” is figured each time bids are received based upon an individual SOW. The bid responses may be for a “lump sum” bid that would cover all the costs associated with the entire project. Or the bid responses may ask for a “base rate” bid that would cover the basic aspects of an archaeological survey and a “per site” bid that would also ask for the costs to record an archaeological site. 700 cost points are possible. The lowest cost bid will receive the full 700 points. Each higher bid will receive points based upon its percentage higher than the lowest bid.
Cumulative Assessment is calculated by:
(AS24-114 Best Value score out of 300) + (“SOW Cost Point Award” out of 700)
The highest point tally will receive the project contract at their submitted bid rate.
This approach will assure the State of Utah and the WRI are able to include the point rankings associated with non-cost elements from the RFP, along with the cost ranking associated with each project SOW release (aka the “SOW Cost Point Award”).
All work is contracted and awarded through the State of Utah Division of State Purchasing & General Services Solicitation AS24-114 and Limited Purchasing Delegation #230
Any awarded work is at a fixed rate and is not open to modification except as allowed under State of Utah Division of State Purchasing & General Services rules.
