About this opportunity
The State of Utah Division of Purchasing, on behalf of the Division of Wildlife Resources, is conducting a Request for Statements of Qualifications (RFSQ) under Utah Procurement Code 63G-6a Part 15 to procure design professional services and consulting expertise for a comprehensive feasibility study to identify optimal locations for constructing a rock jetty or pier at Utah Lake to enhance safe and convenient public fishing access. Qualified firms must conduct detailed evaluations of multiple potential sites around the lake, assessing physical conditions including water depth profiles, substrate composition, ice pressure impacts, and wind and wave effects, alongside environmental and biological considerations, recreational feasibility, permitting pathways through federal and state regulatory agencies including the U.S. Army Corps of Engineers and Utah Division of State Lands, and engineering feasibility analyses. Deliverables include GIS shapefiles and maps, a comprehensive technical report with comparative ranking matrices for evaluated sites, concept-level engineering drawings for a minimum of three recommended sites, planning-level cost estimates, and a stakeholder presentation. Responsive statements of qualifications must address relevant project experience with a minimum of three project examples involving lake jetties, fishing piers, geotechnical studies, and habitat impacts; detailed project approach and methodology; team composition with key personnel qualifications and professional licensure; and projected timeline with major milestones and completion dates by late fall 2026, with actual construction planned for 2027. Evaluation criteria focus on demonstrated experience, technical approach, team qualifications, and schedule feasibility, with pricing explicitly prohibited from qualification submissions. The submission deadline is February 26, 2026, with questions to be submitted through the U3P platform during the specified question and answer period; vendors must monitor U3P for answered questions and addendums prior to response deadline.
The procurement documents do not identify specific set-aside designations, disadvantaged enterprise requirements, incumbent vendors, or existing infrastructure integration requirements for this engagement. No award value or budget range is specified in the available procurement materials; compensation will be determined through negotiation with the highest-ranked qualified vendor based on fair and reasonable rates to be established following selection. The highest-ranked vendor will be selected to negotiate final contract terms, with the state retaining the right to proceed with negotiations with the next highest-ranked vendor if fair and reasonable compensation and contract requirements cannot be mutually agreed upon with the top-ranked firm. The selected contractor must comply with all mandatory minimum requirements and state standard terms and conditions, including maintenance of specified insurance coverage limits, compliance with anti-boycott provisions under Utah Code Annotated 63G-27, and confirmation of non-use of forced labor products or restricted foreign technology. Work is contingent upon receipt of a fully executed purchase order or contract, and vendors are prohibited from commencing work or purchasing materials prior to official authorization.
