About this opportunity
The Metropolitan Area Planning Council (MAPC) on behalf of the Metro West Regional Services Consortium is requesting sealed bids for public works services and materials across six categories—Roadway Management, Pavement Markings, Guardrail, Catch Basin Cleaning, Earth Materials Delivered, and Sidewalk Construction, Reconstruction & Resurfacing—for eight Massachusetts municipalities (Ashland, Hopkinton, Millis, Natick, Needham, Sherborn, Southborough, and Wellesley), with bids due October 8, 2026 at 3:00 PM via CommBUYS. Massachusetts prevailing wage laws apply across all work categories and locations, with wage schedules issued by the Department of Labor and Workforce Development establishing mandatory minimum rates by classification, effective date, and union affiliation.
The scope encompasses mobilization, excavation, drainage structure installation, bituminous and concrete paving, sidewalk work, line marking (thermoplastic, water-based, epoxy, and low-VOC materials), guardrail installation in multiple configurations, catch basin cleaning with disposal options, and delivery of aggregates and bituminous materials. All work must conform to MassDOT Standard Specifications, Supplemental Specifications, Standard Special Provisions, and U.S. Department of Transportation Manual on Uniform Traffic Control Devices. Bidders must be prequalified by MassDOT Highway Division at the three-year contract valuation for five of the six categories; Earth Materials Delivered does not require prequalification. Contractors not meeting the full three-year prequalification threshold may request a waiver if they meet 150% of the first-year prequalification limit, with waiver requests due at least two weeks prior to bid opening.
The estimated one-year contract values are: Roadway Management $2,467,559, Pavement Markings $337,670, Guardrail $346,562, Catch Basin Cleaning $173,793, Earth Materials Delivered $112,533, and Sidewalk Construction $361,825. The three-year total is $7,402,677. Contract term runs from execution through December 31, 2027, with two optional one-year extensions. Bidders must submit a 5% bid deposit (bid bond or certified check), performance bonds, and Labor & Materials Payment bonds equal to 100% of estimated contract value. Insurance requirements include general liability, automobile liability, and workers' compensation with municipalities named as additional insureds. Price adjustment clauses for diesel fuel, gasoline, liquid asphalt, Portland cement concrete, and steel apply per MassDOT. Contractors must pay 1% contract administration fee to MAPC and submit quarterly reports. Addendum 1 (issued September 11, 2026) requires use of the corrected "MW 2027 PW1 - Bid Price Form - Addenda 1." Contracts are nonexclusive; participating municipalities reserve the right to perform similar work with their own forces or through other contracts.
