About this file
This is Addendum #4 to an Invitation for Bids (IFB) issued by the Metropolitan Area Planning Council (MAPC) on behalf of the Metro West Regional Services Consortium, representing eight Massachusetts municipalities: Ashland, Hopkinton, Millis, Natick, Needham, Sherborn, Southborough, and Wellesley. The addendum, issued September 22, 2026, addresses bidder inquiries regarding material specifications for guardrail installation work. Specifically, the addendum clarifies that bidders should consult the MassDOT Standard Specifications as referenced in the "MW 2027 PW1 IFB Specifications" document to determine whether TL-2 or TL-3 traffic containment levels apply to both Corten steel rail and stainless steel galvanized rail installations. The original IFB solicits sealed bids for six public works categories—Roadway Management, Pavement Markings, Guardrail, Catch Basin Cleaning, Earth Materials Delivered, and Sidewalk Construction, Reconstruction & Resurfacing—with bids due October 8, 2026 at 3:00 PM via CommBUYS. The contract term extends from execution through December 31, 2027, with two optional one-year renewal extensions available.
The estimated three-year contract value totals $7,402,677, with individual annual estimates ranging from $112,533 for Earth Materials Delivered to $2,467,559 for Roadway Management. Bidders must submit a 5% bid deposit via bid bond or certified check, along with performance bonds and Labor & Materials Payment bonds equal to 100% of estimated contract value. Prequalification by the MassDOT Highway Division at the three-year contract valuation is required for five of the six categories; only Earth Materials Delivered is exempt from this requirement. Contractors unable to meet the full three-year prequalification threshold may request a waiver if they meet 150% of the first-year prequalification limit, with waiver requests due at least two weeks prior to bid opening. All work must conform to MassDOT Standard Specifications, Supplemental Specifications, Standard Special Provisions, and the U.S. Department of Transportation Manual on Uniform Traffic Control Devices. Massachusetts prevailing wage laws apply to all work categories. Contractors must pay a 1% contract administration fee to MAPC and maintain general liability, automobile liability, and workers' compensation insurance with municipalities named as additional insureds. Price adjustment clauses apply for diesel fuel, gasoline, liquid asphalt, Portland cement concrete, and steel.
