About this opportunity
Lemoyne Borough in Cumberland County, Pennsylvania, is soliciting sealed bids for municipal solid waste collection, transportation, disposal services, and recycling collection services for dwelling units and small business units. The comprehensive contract will cover weekly collection of unlimited municipal solid waste and recyclable materials, effective from January 1, 2026, through December 31, 2028, with potential two-year extension options. Bidders must submit proposals via the PennBID/Bonfire website by 10:00 a.m. on October 10, 2025, with all questions required to be submitted through the PennBid website by 4:00 p.m. on October 3, 2025. The procurement requires a 10% bid bond accompanying all proposals, and bidders must provide detailed information about disposal methods, facility locations, vehicle specifications, municipal contract experience, and financial standing. Evaluation criteria will likely include pricing, service capabilities, compliance with specifications, and the ability to meet the borough's waste management requirements.
No specific set-aside designations or enterprise restrictions were explicitly detailed in the procurement documents. The contract encompasses approximately 1,900 dwelling and small business units, with historical waste generation of 1,317.11 tons of municipal solid waste and 365.57 tons of recyclables in 2024. Bidders must ensure their surety companies are listed on the U.S. Treasury Department's current list and authorized to conduct business in Pennsylvania. Two billing options are available: Option A, where the Borough handles billing and invoices the contractor directly, and Option B, where the contractor manages billing and customer accounts. While specific budget ranges were not disclosed, the contract allows for potential pricing adjustments based on changes in county waste management plans or significant shifts in disposal fees. The Borough reserves the right to reject any or all bids and waive any technical defects in the best interest of the municipality.
