About this opportunity
The City of Alexandria, Virginia seeks qualified offerors to provide Tier 1 network monitoring and event management support services for its Municipal Fiber Network Operations Center (NOC) through Request for Proposals No. 2008. The procurement is conducted under the Virginia Public Procurement Act using the competitive negotiation method of source selection. The scope encompasses 24/7 remote fault and performance monitoring, incident detection, event correlation, trouble ticket management, and real-time escalation of critical infrastructure repairs for a citywide fiber network deployed in Fall 2025 comprising 102 total network devices with 864 total interfaces serving more than 60 City sites and departments. Key deliverables include maintaining real-time network performance visibility through a secure online portal, utilizing SNMP version 3 monitoring with agreed-upon Management Information Base templates and polling intervals, managing event lifecycle activities from detection through resolution and closeout, and providing a trouble ticketing system with City access for self-service ticket creation and reporting. Mandatory Key Performance Indicators require contractors to acknowledge alarms within five minutes, complete event correlation and impact assessment within five minutes, and create and assign tickets within five minutes, with all Priority 1 (high-impact) events escalated immediately to City Tier 2 support and fiber-related incidents routed directly to the City's existing Tier 3 fiber maintenance contractor. The contract shall be awarded for an initial three-year period with two optional one-year renewal periods, not to exceed five years total. Proposals are due by 4:00 p.m. on May 27, 2026, with a virtual pre-proposal conference scheduled for 11:00 a.m. on May 5, 2026, and vendor questions due by 4:00 p.m. on May 7, 2026. Evaluation criteria totaling 100 points include Depth of Understanding and Approach (25 points), Description of Tools and Methods (20 points), Cost Competitiveness (15 points), Company Qualifications and Experience (10 points), Proposed Staff Qualifications and Experience (10 points), Industry Standards and Professional Certifications (5 points), Personnel and Hiring Approach (5 points), References and Past Performance (5 points), and Completeness and Quality of Proposal (5 points). Offerors must demonstrate experience on a minimum of three comparable government projects completed within five years, with each project providing network management and monitoring services for over 100 managed devices, utilizing current technologies such as IP/MPLS, DWDM, and software-defined networks, implementing ITIL or similar frameworks, supporting a minimum of 50 customer locations, and establishing and operating a 24x7x365 NOC for at least three years with current ISO 20000-1:2018 certification or equivalent.
The RFP does not establish set-aside designations or restrictions on the types of organizations that can respond; however, Small-, Women-, or Minority-owned (SWaM) businesses are encouraged to pursue the opportunity and must provide Virginia SWaM certification documentation if applicable. Offerors are required to submit a Subcontractor List detailing all first-tier subcontractors, their SWaM/DBE designation status, type of work to be performed, and percentage of total work, with percentages required to total 100 percent of the bid amount. No incumbent vendor or current contractor information is identified in the solicitation documents, as the municipal fiber network was only recently deployed in Fall 2025 and this represents the initial procurement for NOC support services. Offerors must maintain comprehensive insurance coverage including Workers' Compensation at statutory Virginia limits, Commercial General Liability at $2,000,000 annual aggregate/$1,000,000 per occurrence, Automobile Liability at $1,000,000, Umbrella Coverage at $2,000,000, Professional Liability at $1,000,000, and Cyber Liability at $5,000,000 annual aggregate/$2,000,000 per occurrence. Pricing shall remain firm for 36 months and may only be adjusted to account for quantity changes to network devices and interfaces, with price adjustments during any renewal periods limited to the percentage change in the Consumer Price Index for All Urban Consumers (CPI-U) for the Washington-Arlington-Alexandria region. The specific contract award value or budget range is not disclosed in the RFP solicitation documents; compensation is based solely on services actually performed and accepted, as work shall be authorized through Task Orders issued during the contract term that define specific scope, deliverables, performance periods, and compensation amounts.
