About this opportunity

The Oregon Department of Aviation issued an Invitation to Bid (ITB) for the Mulino State Airport Hangar and Waterline Project, a public improvement and public works construction contract managed through the OregonBuys electronic procurement system. The project encompasses the expansion of an existing hangar building to include eight new T-hangars with slab foundation, extension of taxilane pavement, installation of new storm drainage conveyance and detention systems, relocation of existing electrical power infrastructure, installation of taxilane markings, and site restoration work. The scope includes 45 bid line items ranging from mobilization and site preparation through hangar building construction and final landscaping, with the new hangar structure measuring 10,017 square feet and comprising eight individually accessible aircraft storage bays with minimum dimensions of 42 feet by 20 feet for the wing box and 21 feet by 13 feet for the tail box, finished concrete floors, R-13 minimum rigid foam insulation, manual sliding aircraft doors, and electrical service connections. The project is structured in three phases: a 90-calendar-day submittal and building permit phase beginning in summer 2026, a 180-calendar-day construction phase beginning in fall 2026 upon receipt of local building permits, and a 30-day final completion phase, with liquidated damages of $1,500 per calendar day applying for failure to achieve substantial completion. Bidders must be submitted through OregonBuys by May 20, 2026, at 2:00 PM Pacific Standard Time, with a voluntary pre-bid conference and site walkthrough held on May 6, 2026, at 10:00 AM; a Notice of Intent to Award will be posted within five business days of bid closing with a seven-calendar-day protest period. Qualified bidders must possess current Oregon Construction Contractors Board registration, a Public Works bond, appropriate insurance, and performance/payment bonds equal to 100 percent of the contract amount, with bid security of 10 percent of the total bid amount required at submission; the contractor is responsible for all design, permits, fees, utility coordination, and compliance with 2025 Oregon Structural Specialty Code, 2025 Oregon Fire Code, 2024 International Building Code, and applicable federal statutes including Buy American and Made in America requirements.

The contract is subject to Oregon prevailing wage rate requirements under the Bureau of Labor and Industries for Clackamas County (BOLI Region 2) as well as federal Davis-Bacon Act requirements, with contractors required to pay the higher of the applicable rates; previous Disadvantaged Business Enterprise (DBE) requirements applicable to federally funded projects were suspended as of October 3, 2025, though the Oregon Department of Aviation maintains a nondiscrimination policy based on race, color, sex, or national origin. The project is federally funded through an FAA Airport Improvement Program (AIP) grant (AIP No. 3-41-0072-019-2025) and is subject to FAA Buy American preference requirements, civil rights compliance, debarment certification, and domestic preference procurement standards, with work subject to inspection and approval by FAA representatives. The estimated project cost ranges between $1,613,000 and $1,814,000 for bonding purposes, and contract award is contingent upon receipt of sufficient project funding from combined state and federal sources. The awarded contractor will be selected as the lowest responsive and responsible bidder and must execute the contract and furnish acceptable surety bonds within 15 calendar days of contract delivery, with 5 percent retainage withheld from progress payments and mobilization limited to 10 percent of total project cost. The contract requires the contractor to maintain compliance with FAA Advisory Circulars 150/5300-13B and 150/5370-2G, restrict construction vehicles and personnel to designated haul routes and staging areas, maintain free and unobstructed movement of aircraft and vehicular traffic, provide airport radios for all personnel, and coordinate weekly with airport management, the engineer, and FAA representatives throughout the construction period.
