About this file

This document is a Pre-Bid Conference Agenda and Attendee List for the Mulino State Airport Hangar and Waterline Improvements Project, organized by the Oregon Department of Aviation (ODAV) in coordination with the engineering firm Century West Engineering. The project involves the expansion of an existing hangar building with eight new hangars, including slab foundation and new structure; extension of Taxilane D with new pavement; extension of asphalt pavement from the hangar face to Taxilane C and D; installation of new storm drainage conveyance and detention systems; relocation of existing electrical power infrastructure; and installation of taxilane markings. The voluntary pre-bid meeting was held electronically via Microsoft Teams on May 6, 2026, at 10:00 AM, with twenty bid attendees representing construction and trade firms listed on the sign-in sheet. Bids were due on May 19, 2026, at 2:00 PM with electronic opening via Teams. The project is structured in three phases: Phase 0 (Architectural & Building Permitting) with interim completion within 90 calendar days after Notice to Proceed; Phase 1 with substantial completion within 180 calendar days after NTP; and Final Completion within 30 calendar days after substantial completion. Award will be made to the lowest responsible and responsive bidder for items selected for award based on the Base Bid form.

The project is federally funded through the Federal Aviation Administration Airport Improvement Program (AIP NO. 3-41-0072-019-2025). Davis Bacon or Oregon Bureau of Labor and Industries (BOLI) prevailing wage rates, whichever is higher, apply to the project. Previous Disadvantaged Business Enterprise (DBE) requirements applicable to federally funded projects were suspended as of October 3, 2025, though ODAV maintains a nondiscrimination policy based on race, color, sex, or national origin. Liquidated damages are set at $1,500 per day for schedule delays. The contractor is responsible for obtaining all permits not obtained by the owner through Clackamas County, which will include reviews by Mollala Fire District and Water Environment Services. The project requires construction staking by the contractor, erosion control measures including sediment fencing and inlet protection, and strict adherence to airport safety and security protocols with no work permitted without an engineer or airport representative present. All excavated materials are planned to be hauled off-site, with any pavement damage resulting from contractor use of taxilanes to be repaired at the contractor's expense.

Road north of proposed hangar location.

• No work can occur without the Engineer’s project representative or an Airport representative present. If subcontractors are working, a representative of the prime contractor shall be on site.

• Section 01160 of the specifications contains additional safety provisions and requirements. This includes the use and placement of low-level barricades, tubular markers, airport radios, checkered flags, rotating beacons on vehicles, etc.

• Section 01406 describes staking requirements for work areas.

• Drawing G-04 show work area limits and describe their requirements.

• Airport security is to be maintained throughout construction at main gate on S

Airport Road and temporary secondary construction access directly onto S

Mulino Road.

As a result, quantities may need to be revised during construction.

XV. Erosion Control

• Sediment fence around boundary and catch basin inlet protection per EC-01.

• Erosion control plans are provided per EC-01, EC-02, EC-03, and EC-04.

XVI. Questions?

Q1: Is there or will there be a PGE plan to supplement the project?

A1: The project team has coordinated with PGE on the project scope. A PGE plan is in process and will be supplied prior to or during construction.

Q2: Is there an anticipation for the existing power service from the PGE pole to the existing transformer to be increased? Will this require additional conduits from the existing pole to the existing transformer?

A2: It is not anticipated for the existing power service to be increased from the PGE pole to the existing transformer. The existing conduits should be of sufficient size for a minor increase in capacity if needed. PGE will review the building submittal with the final electrical loading to determine if any additional capacity increase is required.

Q3: Does the new hangar require separate communications lines for the hangar?

A3: After discussions with ODAV, the State would like a communication line to be supplied to the new hangar building for future security camera usage. There is an existing communication pedestal adjacent to the PGE power pole to install a service from.

Q4: Does the new hangar need security cameras similar to the existing hangars?

A4: ODAV does not require security cameras installed with the new hangar building. However, the State would like electrical power and data to be supplied for cameras to be installed in the future. This would include exterior electrical outlets for cameras at the building corners and conduit to route the data line.

Q5: Does the new hangar fire panel need to be connected to the existing hangar?

A5: No, the new hangar fire panel does not need to be connected to the existing hangar.

Q6: Does the State want the color of the exterior to match the existing hangars?

A6: Yes, the State does want the exterior to match the existing hangars.

Q7: What does the contractor need to provide with building permit submittal? Is the hangar to be a prefabricated building? Structural design of the slab?

A7: Per Specification 13 34 10, the hangar building submittal includes the foundation, slab, and prefabricated metal building design. In discussions with several prefabricated metal building hangar suppliers, they do not supply a structural design for the slab and foundation. Structural calculations and design for the foundation and slab is to be designed by the Contractor. ITB

Attachment G is the Geotechnical Report for the project with recommendations and information for the slab, foundation, and base rock.

Q8: Who will the permitting be through for this project?

A8: The permitting for the Hangar will be through Clackamas County. This will include reviews by the Mollala Fire District and Water Environment Services (WES).

Q9: Has the site gone through the permitting process?

A9: No, the hangar site has not gone through the Development Permit permitting process and will be included with the Building Permit process.

Q10: Will Century West be involved in the permitting process if questions come up during the permit review?

A10: Yes, Century West will support the permitting process by the Contractor with Clackamas

County.

Q11: If an issue arises during the permitting process that will require longer than 90 days to obtain the permit, will there be a time allowance?

A11: Yes, if an unanticipated issue arises during the permitting process which will require longer than 90 days for obtaining the permit the timeline for the permitting will be extended.

Q12: Are there contaminated soils on the site?

A12: The Geotechnical Investigation did not find any contaminated soils on the site and the

State is not aware of any contaminated soils on the airport.

Q13: Will the hangar impact the landscape berm?

A13: Yes, the landscape berm will be impacted by the hangar project. A portion of the berm will need to be removed and regraded to provide clearance and drainage away from the hangar per

Sheet C-08.

Q13: Will trucks be allowed to traverse the taxilanes during the project?

A13: The airport will remain active during the construction of the hangar. To minimize interaction and potential safety issues with the airport operations area (AOA), the security entrance off S Mulino Road north of the hangar should be utilized for truck traffic to the greatest extent possible. Trucks can traverse the taxilanes during the project with flagging or escorting in the AOA. Please note the taxilane pavement sections are not designed for heavy traffic loadings (approximately 3” of asphalt over 6-7 inches of aggregate base), and any damage resulting from use of those pavements by the contractor will need to be repaired at the

Contractor’s expense.

Q14: Can steel interior walls be substituted for drywall?

A14: Substitution of steel interior walls may be requested post-bid. Contractor will need to provide details on the proposed steel interior walls at such time.

Q15: Is on-site disposal of excavated materials allowed? If so, has a dump site been identified?

A15: The airport has a large amount of wetlands on the site and east of the hangar is the skydiver landing zone requiring a flat open area for safe landings. As a result, all excavated material is planned to be hauled off the site.
