Addendum No. 1 - Mulino State Airport Hangar and Waterline Project

This Addendum No. 1 document, issued by the Oregon Department of Aviation (ODAV), modifies the Invitation to Bid (ITB) for the Mulino State Airport Hangar and Waterline Project in Mulino, Oregon (Bid No. S-10900-00016730). The project encompasses construction of a pre-engineered metal building T-hangar facility with eight individual aircraft storage bays, waterline improvements, stormwater infrastructure, electrical systems, and site preparation work. The addendum revises the bid closing date from May 19, 2026, to May 20, 2026, at 2:00 PM Pacific Standard Time. The public opening will occur electronically via Microsoft Teams immediately following the closing, with attendees able to participate by video or audio. Key revisions include: Bid Item 19 specification section changed from P-209 to P-154; Bid Item 27 modified from 12-inch to 10-inch C900 Storm Pipe with quantity adjusted from 639 to 851 linear feet; and Bid Item 43 revised from "4' x 4 Electrical Vault" to "Architecture and Permitting" as a lump-sum item. The updated pricing form includes 45 total bid items encompassing mobilization, site preparation, pavement work, stormwater facilities, electrical improvements, and the primary hangar building structure (10,017 square feet). Requests for clarification, change requests, and protests must be submitted by 2:00 PM Pacific Time on May 19, 2026, with intent to award posted within five business days after bid closing and a seven-day deadline for award protests.

The contract includes specifications for a steel-frame T-hangar structure with eight nested individual hangars, each with minimum dimensions of 42 feet by 20 feet for the wing box and 21 feet by 13 feet for the tail box, finished concrete floor, rigid foam insulation (R-13 minimum), manual sliding aircraft doors, and electrical service connections. The contractor bears responsibility for all design, permits, fees, utility coordination, and compliance with 2025 Oregon Structural Specialty Code, 2025 Oregon Fire Code, 2024 International Building Code, and applicable federal statutes including BABA and Made in America requirements. Payment structure includes lump-sum compensation for architectural and permitting services (with milestone payments at 25%, 50%, and 100% upon design submittal, jurisdiction submittal, and permit approval respectively) and square-footage-based payments for the T-hangar slab/foundation and building structure. The contractor must submit structural design documents sealed by a licensed Oregon engineer a minimum of 30 days prior to construction commencement. The addendum also includes a comprehensive Questions and Responses section addressing 32 clarifications on electrical specifications, fire protection requirements, interior finishes, door configurations, insulation materials, and scheduling considerations, clarifying that foam suppression systems are not required and that long PEMB lead times may necessitate schedule flexibility into spring or summer 2027.

QUESTIONS AND RESPONSES

The following questions have been received by ODAV and responses are provided for clarification purposes.

These responses are intended to clarify the ITB requirements and do not otherwise modify the ITB. Bidders are responsible for reviewing all issued clarifications.

Q1: Please identify all classified hazardous locations (this will determine if there is any class 1 div 1 and that requires explosion proof boxes, and most likely rigid conduit. Class 1 div will require MC-Hl cable if exposed?

A1: The T Hangar is only to be used for aircraft storage and will not house fuel or other classified materials.

Maintenance and personal belongings within the hangar shall be limited. All wiring methods and installations shall meet the requirements of NFPA 70 Article 513. The installation shall limit to the greatest extent feasible, any or all requirement for classified listed equipment.

Q2: Please confirm whether standard fire alarm wiring methods are acceptable including: exposed MC cable in the hanger?

A2: All approved fire alarm wiring methods meeting the AHJ requirements are acceptable. Coordinate with the AHJ code requirements for details.

Q3: Please confirm whether a foam suppression system is required per NFPA 409 and local code requirements?

A3: A fire protection system (fire sprinkler or foam suppression) is not required for the hangar.

Q4: Are there specifications for the fire alarm system or will there be any?

A4: The Fire alarm is to meet Section 3.10 of Specification 26 00 02.

Q5: Will there be any dimensional drawings put out before bid date or fire protection sprinkler drawings?

A5: Dimensional layout of the hangar is provided on Sheet C-17. The hangar will not require fire sprinkler protection.

Q6: Reference specification 13 34 10.3.1.A.9 – This spec calls for walls to be sheeted with drywall, finished and painted. The prior item 6 calls for interior finishes on walls and ceiling to be pre-painted 29-gauge sheet steel. Please provide confirmation on the required interior finish of the T hangar.

A6: The inside/backside of the exterior wall and ceiling is to be pre-painted, prior to the installation of rigid foam insulation and vapor barrier. Contractor may submit a revised finish for the ceiling and inside of exterior walls post bid. Interior walls separating hangars are to be drywall, finished, and painted. Contractor may submit a substitution request for a revised interior wall finish post bid.

Q7: Reference specification 13 34 10.3.2.A.1 – This spec calls for manual sliding doors to be 22’ wide by 14’ high. Most manufacturers don’t recommend this and would suggest providing an electric top lifting bifold door if R-13 insulation is required for the buildings. Note when the door to one hangar is open it will block the access to the adjacent hanger. Please confirm if the design intent is to provide un-insulated sliding doors or confirm the intent is to provide electric top lifting bifold doors.

A7: Bifold doors were considered for the project, however the doors intrude into the taxilane object free area (TLOFA). As a result, manual sliding doors were selected to match the existing hangars on the airport. It is understood when one hangar has its doors open it will block access to the adjacent hangars and the doors will need to be uninsulated to slide.

Q8: Are the interior divider walls 2-hour fire rating?

A8: The interior walls are not to be 2-hour rated fire walls at this time.

Q9: Are the PEMB exterior walls on the interior side including the ceiling- "white metal liner panels by PEMB"?

Or GYP to achieve a rating?

A9: The interior side of the 26-gauge ceiling and exterior walls are to be pre-painted prior to installation of rigid foam insulation and vapor barrier.

Q10: Bid list showing 12” C900 Storm Pipe. On plans Calls for 10” C900 storm pipe. No 12” C900 noted on the plans. Assuming 10” C900 for the project but looking for clarification?
